Keating, ICP <br />Community Dev lopment D� actor <br />FROM: Stan Boling, A CP <br />Planning Director <br />DATE: August 9, 1994 <br />SUBJECT: Proposed LDR Amendments: First Hearing <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its special <br />meeting of August 15, 1994. <br />BACKGROUND: <br />Over the last several months, county staff, the Professional <br />Services Advisory Committee (PSAC), and the Board of County <br />Commissioners have initiated various proposals to amend the <br />county's land development regulations (LDRs). During this time, <br />the PSAC has reviewed and made recommendations regarding most of <br />these LDR amendment proposals, and the Planning and Zoning <br />Commission has reviewed and made recommendations regarding all of <br />these LDR amendment proposals. Staff has now consolidated all of <br />the amendments into a single proposed ordinance. <br />The Board will consider these amendments at two hearings (August <br />15th and August 31st) . At the first. hearing, it is the Board's <br />duty to consider each amendment within the proposed ordinance and <br />to direct staff to make any changes deemed necessary. At the <br />second hearing, the Board will need to take final action on th <br />proposed ordinance. <br />ANALYSIS: <br />e <br />Staff has structured the proposed ordinance such that each <br />ordinance section contains an amendment or amendments that are <br />related to a single topic (see attachment #1). The analysis <br />section of this report is similarly structured, addressing each LDR <br />issue section by section. <br />The proposed ordinance contains 27 sections. Sections 24-27 <br />contain standard legal language contained in all LDR ordinances. <br />Sections 1-23 deal with particular issues, as follows: <br />1. Vehicle storage lot (paved or unpaved) use category. <br />2. Automobile sales in industrial districts. <br />3. Special yard situations for multi -frontage lots. <br />4. Heights of walls and fences. <br />5. Veterinary clinic/animal hospital special land use criteria <br />conflict. <br />6.
