BOOK PAGE JJCl <br />traffic at intersecting roads and driveways along the roadway during the <br />race. The closure of Live Oak Drive from CR 510 to the Environmental <br />Learning Center is also required. <br />The Environmental Learning Center will have emergency and support <br />vehicles along the route to assist any person or persons who cannot <br />complete the run within one hour. A refreshment stand will be provided <br />as well. <br />The formal request for the lane closure and the Environmental Learning <br />Centers co-insurance affidavits are attached to this request. <br />The request for approval of the Indian River County Board of County <br />Commissioners to allow the Environmental Learning Center to hold its <br />Annual Road Race is the proposal before the Board at this time. The <br />following conditions shall apply: <br />a) The Environmental Learning Center will provide Indian River <br />County with hold harmless insurance documents naming Indian <br />River County, prior to issuance of the required permit. <br />b) Traffic cones shall be placed along the center -line of the CR <br />510 roadway at 100 feet, or less, intervals for the entire <br />length of the race. <br />c) Law enforcement vehicles and uniformed personnel shall be <br />present for the purpose of establishing traffic control. <br />d) All required roadway and race permits will be secured. <br />Given the benefits which will accrue to the general public from this <br />Environmental Learning Center event, the very limited time period <br />involved, and the minimal inconvenience to the general motoring public <br />staff recommends that traffic restrictions ( one lane traffic) be imposed <br />on that segment of CR 510 from Live Oak Drive, easterly to approximately <br />100 yards west of SR AlA from 8:00 An to 9:00 AN on the date of the <br />event, November 5, 1994. The closure of Live Oak Drive from the <br />Environmental Learning Center northerly to CR 510, from 7:30 An to 9:00 <br />AN on the same date is also approved. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously <br />approved the request to close Live Oak Drive <br />as set out in staff's recommendation. <br />8 <br />August 23, 1994 <br />
