BOOK cj FACE <br />WHEREAS, the County authorized the hiring of a coastal engineer to <br />dedicate his efforts to managing the County beaches and erosion problems; <br />and <br />WHEREAS, in September 1993, after evaluation of many options for <br />preservation and management of the County's beaches, the Committee <br />researched beach nourishment, alternative technology, funding issues, and <br />environmental concerns, and unanimously recommended to the Indian River <br />County Commissioners to proceed -with an experimental PEP reef project for <br />Vero Beach; and <br />WHEREAS, the County entered into a contract with American Coastal <br />Engineering, Inc. on September 23, 1993, for the design, permitting, and <br />installation of a PEP reef; and <br />WHEREAS, the County and American Coastal Engineering, Inc. together <br />have vigorously pursued obtaining permits from the various regulatory <br />agencies <br />for the <br />installation of <br />the reef to be completed by September, 1994, <br />and the <br />County <br />has committed <br />funds for permitting fees, physical modeling, <br />numerical modeling, and monitoring cost in addition to the funding of the <br />PEP reef; and <br />WHEREAS, the delays experienced have prevented the installation of the <br />PEP reef prior to the anticipated stormy seasons .of the fall in 1994; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The Board <br />continues to be <br />concerned <br />with the potential damage to the <br />beach and <br />shoreline of Vero <br />Beach and <br />Indian River County. <br />2. The Board remains committed to implementing an experimental PEP_ reef <br />project in Vero Beach. <br />3. The Board urges the regulatory agencies to expedite the solutions to <br />any remaining issues for permitting of said project. <br />4. The Board will continue to pursue the implementation of the PEP reef <br />project with a revised installation schedule for early 1995, weather <br />permitting and upon receipt of all regulatory agency approvals. <br />12 <br />August 23, 1994 <br />M - <br />
