The Jungle Trail Management Plan is one example of a corridor plan. <br />Another example is S.R. 60. There, the County has imposed a 75 <br />foot building setback as an overlay requirement. <br />In Wabasso, there are several reasons to consider developing a <br />corridor plan. First, there will probably be increasing pressure <br />for developing vacant land along CR 510 and for redeveloping sites <br />along US#1. Second, the Wabasso area, and CR 510 in particular, <br />provide an entrance to the north barrier island and, therefore, <br />should maintain an aesthetic appearance. Finally, there is local <br />support from a group of area residents for enhanced development <br />regulations. <br />Development of a corridor plan for the Wabasso area portions of CR <br />510 and US#1 would allow the Board to look at the particular issues <br />in this area and, if warranted, develop specific regulations <br />applicable to this area. In preparing a corridor plan, planning <br />staff would work with local residents, undertake an existing land <br />use analysis, identify issues, problems, and objectives, and <br />develop a plan. Any proposed regulations resulting from the plan <br />would need to be formally enacted as amendments to the County's <br />land development regulations. <br />To initiate the corridor planning process, staff must first receive <br />authorization by the Board of County Commissioners: The process <br />would then take several months, with planning staff preparing the <br />plan in-house. <br />Because of Wabasso's special characteristics, its location at the <br />entrance to the north barrier island, and the potential for <br />commercial development activity in the area, staff supports the <br />request by the Concerned Citizens of Wabasso. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to develop a corridor plan for those portions of CR 510 and <br />US#1 in the Wabasso area. <br />Director Keating advised that what the group is requesting is <br />consistent with several policies in the Comprehensive Plan to <br />promote desirable development. He felt that it is appropriate for <br />the group to come before the Board and request that the County <br />initiate a corridor planning program. <br />Tom Lowe, a 14 -year resident and businessman of Wabasso, <br />representative of the Concerned Citizens of Wabasso, indicated that <br />Director Keating had given a good summary of their desires to make <br />the Wabasso U.S.#1 area a little bit more special than other U.S.#1 <br />shopping areas, which would be possible if planning was initiated <br />before the development. <br />David Risinger of Urban Resource Group (a division of Kimley <br />Horn) predicted that the CR -510 corridor from I-95 to A -1-A has <br />potential to become a growth corridor and new front door to Indian <br />River County. Through a slide presentation, showing areas in other <br />counties, he described how appropriate planning would provide an <br />aesthetically pleasing entry without discouraging new businesses. <br />15 BOOK 93 PAGE 117 <br />August 23, 1994 <br />
