BOOK 93 PAGE 118 <br />David Woodward, also of Urban Resource Group, spoke of his <br />experience with the Indiantown Road overlay zoning district and PGA <br />Boulevard special district in Palm Beach County, and other <br />public/private partnerships and districts, a relatively new way to <br />protect a community and provide needed services. He elaborated on <br />five categories for a district plan: 1) site planning guidelines, <br />2) streetscape and landscape architectural guidelines, 3) <br />architectural design guidelines, 4) special sign guidelines, and 5) <br />zoning code amendments. <br />MOTION WAS MADE by Commissioner Macht, <br />SECONDED by Commissioner Eggert for staff to <br />work with the citizens' group in the manner <br />outlined in staff's memorandum. <br />Commissioner Eggert commented that she had met with the group <br />several times and commended their reasonable and rational approach <br />to the project. <br />Commissioner Macht inquired whether thought had been given to <br />expansion of the old Florida theme which he believed would be very <br />charming, and Director Keating replied that they had not gotten <br />into any specifics. <br />Commissioner Bird remarked that Disney's theme was going to be <br />old Florida -type architecture and atmosphere. <br />Chairman- Tippin asked if anyone else wished to be heard in <br />this matter. <br />Mark Miller, operator of The Trading Post on U.S.#1, had been <br />unaware of the citizen group's efforts until he read an article in <br />the newspaper. He had contacted other business owners and they <br />also knew nothing of the group. <br />Chairman Tippin assured him that his point was well taken and <br />that proper procedures would be followed to inform the public and <br />allow input of any concerned citizen. <br />Commissioner Adams asked that the GIS (Geographic Information <br />System) be used to notify all property owners, and Director Keating <br />confirmed that they would be notifying all the affected property <br />owners using the GIS. <br />Commissioner Bird felt there was an opportunity to enhance the <br />area and property values, but he believed if it was overdone it <br />could create an undue burden on development and property rights. <br />He felt confident that everything would be looked at and a <br />16 <br />August 23, 1994 <br />
