M <br />If, at the time of development, a site specific survey of the two <br />undeveloped vegetative areas indicates that they are native upland <br />plant communities, then the site will be subject to the county's <br />10-15% native upland plant community set aside requirement. <br />Similarly, if the site specific survey indicates the presence of <br />wetlands, the development of the site will be subject to federal, <br />state, and county permitting regulations. For these reasons, no <br />significant adverse environmental impacts associated with the <br />proposed rezoning are anticipated. <br />Compatibility with the Surrounding Area <br />Compatibility is not a major concern for this property. The site <br />is centrally located within a commercial/industrial node. <br />Development in the area is dominated by the landfill, agriculture, <br />and various industrial uses. Since properties on the north and <br />east are currently zoned IG, the request is for the continuation of <br />an existing zoning pattern. For these reasons, staff feels that <br />general industrial development on the subject property would be., <br />compatible with surrounding areas. <br />Consistency with Comprehensive Plan <br />Rezoning requests are reviewed for consistency with all policies of <br />the comprehensive plan. Rezonings must also be consistent with the <br />overall designation of land uses as depicted on the Future Land Use <br />Map, which include agriculture, residential, recreation, <br />conservation, and commercial and industrial land uses and their <br />densities. Commercial and industrial land uses are located in <br />nodes throughout the unincorporated areas of Indian River County. <br />The goals, objectives and policies are the most important parts of <br />the Comprehensive Plan. Policies are statements in the plan which <br />identify the actions which the county will take in order to direct <br />the community's development.- As courses of action committed to by <br />the county, policies provide the basis for- all county land <br />development decisions. While all comprehensive plan policies are <br />important, some have more applicability than others in reviewing <br />rezoning requests. Of particular applicability for this request <br />are the following policies and objectives. <br />Future Land Use Element Policy -1.17 <br />Future Land Use Element Policy 1.17 states. that the industrial land <br />use designation is intended for uses such as manufacturing, <br />assembly, materials processing, heavy repair services, outdoor <br />equipment storage, and similar uses, as -..well' as supportive and <br />related commercial uses. In addition, that policy states that all <br />industrial uses must be located within an existing or future urban <br />service area. <br />Since the subject property is located within a commercial/ <br />industrial node within the county's urban service area, the request <br />is consistent with Future Land Use Element Policy 1.17. <br />- Future Land Use Element.Policy 2.5 <br />Future Land Use Element Policy 2.5 states that the County shall <br />encourage and direct growth into the Urban Service Area. The site <br />is located within the Urban Service Area, and rezoning the subject <br />property to IG would encourage growth within the Urban Service Area <br />by allowing industrial, development on the. site.
