Boa 93 PAGE 219 <br />- Water <br />The subject property is serviced by the South County Water Plant. <br />With the most intense use allowed under the proposed rezoning, the <br />subject property will have a water consumption rate of 145 <br />Equivalent Residential Units (ERU), or 36,250 gallons/day. This is <br />based upon, a level of service standard of 250 gallons/ERU/day. <br />Since the South County Water Plant currently has a remaining <br />capacity of approximately 2,300,000 gallons/day, the plant can <br />accommodate the additional demand generated by the proposed zoning. <br />- Wastewater <br />The subject property is serviced by the Central County Wastewater <br />Treatment Plant (Gifford). With the most intense use allowed under <br />the proposed rezoning, the subject property will have a wastewater <br />generation rate of 145 Equivalent Residential Units (ERU), or <br />36,250 gallons/day. This is based upon a level of service standard <br />of 250 gallons/ERU/day. Since the Central County Wastewater <br />Treatment Plant currently has a remaining capacity of approximately <br />500,000 gallons/day, the plant can accommodate the additional <br />demand generated by the proposed zoning. <br />- Solid Waste <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. Solid waste generation by a 145 <br />unit residential development on the subject site will be <br />approximately 232 Waste Generation Units (WGU) or 440 cubic yards <br />of solid waste/year. A WGU is a Waste Generation Unit measurement <br />equivalent to 1.896 cubic yards of waste/year. <br />According to the county's solid waste regulations, each residential <br />unit generates 1.6 WGUs. With the county's adopted level of <br />service standard of 2.37 cubic yards/person/year and the county's <br />average of 2 persons/unit, each WGU is equivalent to 0.8 people <br />(1.6/2 = 0.8) and 1.896 cubic yards of solid waste/year (0.8 X 2.37 <br />= 1.896). To calculate the total cubic yards of solid waste for <br />the most intense use allowed on the subject property under the <br />proposed zoning district, staff utilized the following formula: <br />Total number -of WGUs X 0.8 X 2.37 (232 X 0.8 X 2.37 = 440 cubic <br />yards/year). <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 3 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on staff analysis, it was determined that the county landfill <br />can accommodate the additional solid waste generated by the site <br />under the proposed zoning district. <br />- Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum- finished floor 'elevations. In <br />addition, development proposals must meet the discharge <br />requirements of the county Stormwater Management Ordinance. Any <br />development on the subject property will be prohibited from <br />discharging any runoff in excess of the pre -development rate. <br />In this case, the minimum floor elevation level of service standard <br />applies, since -the property lies within a floodplain. Consistent <br />with Drainage Policy 1.2, "all new buildings shall have the lowest <br />habitable floor elevation no lower than the elevation of the 100- <br />56 <br />September 6, 1994 <br />
