TO SUBCONTRACT <br />ENVIRONMENTAL LAND PRE-ACQUISITION SERVICES <br />.CONTINGENT UPON COUN'T'Y -ADMINISTRATOR'S APPROVAL <br />The Board reviewed the following memo dated 8/23/94: <br />TO: James E. DeBlois; AICP <br />Chief, Environmental Planning <br />DATE: August 23, 1994 <br />RE: Request for County Commission Authorization <br />for FloridAffinity, Inc. to Subcontract <br />Environmental Land Pre -Acquisition Services, <br />Contingent Upon County Administrator Approval <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of September 6, 199,4. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, at its regular meeting on August <br />2, 1994, approved a contract with FloridAffinity/Conservation <br />Consultants for environmental land acquisition/management services. <br />Section 1.10 of the contract (see attached) provides that the <br />County may elect to direct FloridAffinity to subcontract pre- <br />acquisition due diligence services, including: land surveys; title <br />reports; appraisals; and environmental audits. <br />Funding for these subcontracted services would be from <br />environmental land acquisition bond referendum monies. In some <br />cases, these services will be cost -shared as part of approved <br />state acquisition program funding. The Budget Department has <br />indicated that inter -fund borrowing could make funds available for <br />pre-acquisition services prior to bonds issuance, whereby inter - <br />fund reimbursement would occur when the bonds are issued. <br />The cost for each of the services will vary anywhere from +$2,000 <br />to +$2010001 depending on site specific factors. For example, <br />appraisals may cost from $2,000 to $8,000, depending on the nature <br />of the property being evaluated. Likewise, land surveys may vary <br />from a few thousand dollars upwards to +$20,000, depending on <br />variables such as the size of a property, survey history, wetland <br />boundary surveying, sovereignty lands issues, etc. <br />Staff is requesting that the Board authorize FloridAffinity to <br />subcontract pre-acquisition due diligence services on an as -need <br />basis, contingent upon county administrator approval. <br />63 <br />September 6, 1994 <br />BOOK 93 PnF.2 b <br />
