BOOK 93 PAGE 227 <br />ALTERNATIVES & ANALYSIS <br />The primary advantage of authorizing FloridAffinity to subcontract <br />pre-acquisition due diligence services is expediency. If the County <br />elects not to subcontract such services through FloridAffinity, <br />procedural requirements would entail staff issuing a Request for <br />Proposals (RFP) each time that a particular service is needed. More <br />than one RFP would need to be issued for any particular acquisition <br />project site, because different services require different <br />consultants (e.g., surveying, appraising, auditing, management <br />planning). <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />FloridAffinity to subcontract environmental land acquisition due <br />diligence services on an as -need basis, contingent upon county <br />administrator approval. - <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Bird being absent) authorized <br />FloridAffinity to subcontract pre-acquisition due <br />diligence services on an as -needed basis, contingent <br />upon County Administrator's approval. <br />AUTHORIZATION TO PURCHASE EQIIENTWITH FUNDS FROM <br />THE EMERGENCY MANAGEMENT PREPAREDNESS & ASSISTANCE <br />TRUST FUND GRANT <br />The Board reviewed the following memo dated 8/24/94: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim ChandleF, Cpunty Administrator <br />FROM: Doug Wright, Director <br />Department -of Emergency Services <br />DATE: August 24, 1994 <br />SUBJECT: Authorization to Purchase Equipment To Expand and Improve <br />the Emergency Management Program with funds from the <br />Emergency Management, Preparedness and Assistance Trust <br />Fund Grant <br />It is respectfully requested that the information contained herein <br />be given formal consideration .by the Board of County Commissioners <br />at the meeting scheduled for September 6, 1994. <br />DESCRIPTION AND CONDITIONS <br />In 1993, the Florida Legislature enacted a funding mechanism for <br />the purpose of improving and expanding local emergency management <br />agencies and other.. programs through an Emergency Management, <br />Preparedness and Assistance Trust Fund.
