ALTERNATIVES AND ANALYSIS <br />Since staff has estimated prices for some of the above items, it is <br />requested that the Board authorize staff to adjust the number of <br />items purchased in order to expend the balance of the grant funds, <br />in lieu of returning monies to the state to allocate to other <br />counties for improving or expanding their emergency management <br />programs. <br />Alternatives suggested for -the Board to consider as follows: <br />1. Deny the expenditures and direct staff to return the <br />unexpended funds to the State for reallocation to other <br />counties to improve and expand their respective emergency <br />management programs. <br />2. Approve a portion of the expenditures requested, and <br />direct staff to return the balance of the grant funds to <br />the State. <br />3. Approve a portion of the expenditures requested and <br />direct staff to purchase other equipment with the balance <br />of the grant funds, returning none to the State. <br />4. Approve the staff recommendation and authorize staff to <br />adjust the number of items purchased in the categories <br />stated in order to expend the balance of the grant funds <br />in lieu of returning giant monies to the state for <br />allocation to other counties. <br />RECOMMENDATION <br />Staff recommends the Board approve alternative #4 which will <br />improve and expand the emergency management program in the county. <br />Emergency Services Director Doug Wright recommended approval <br />of Alternate #4 as set out in staff's recommendation. <br />In response to Commissioner Adams inquiry, Director Wright <br />verified that any part of the grant funds not expended in this <br />fiscal year must be returned to the State for reallocation to other <br />counties who agree to expend the funds for emergency management <br />programs. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Commissioner Bird being absent) approved Alternative <br />#4 which will improve and expand the emergency <br />management program in Indian River County, as <br />recommended by staff. <br />67 BOOK 93 FAGS �-ju <br />September 6, 1994 <br />
