Cavalier Estates - 126 platted lots <br />45th to 47th Streets. <br />- 47th Court to 50th Avenue, <br />Non -platted Parcels - 68 on the north and south sides of 45th Street <br />and throughout the project area for a total of 243 lots. Of the <br />non -platted parcels, 16 are undersized, 26 are more than .50 acres <br />and less than 2 acres, and 26 are 2 acres or more. <br />One hundred seventeen or 48% of the properties have improvements, <br />including residences, mobile homes, salvage yards, and retail <br />stores. <br />Typical lot sizes in this project average .23 acres. One hundred <br />ninety-one or 79% of the total lots in this project are substandard <br />or "undersized," according to Indian River County's Comprehensive <br />Plan and the County Public Health Unit, Division of Environmental <br />Health, which require that new lots utilizing well and septic <br />systems be a minimum of one-half acre. Lots not meeting these <br />minimum standards are called __"undersized lots." Environmental <br />Health Director, Mike Galanis, advises this project should be a high <br />priority especially due to the proximity of the salvage yards, mixed <br />commercial, and small mobile home parks. Glenn Schuessler, <br />Assistant Director of Environmental Health, added that the well <br />water in this area is of poor quality. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the. assessment of <br />-property owners along the proposed water line route.. In the <br />interim, financing will be through the use of impact fee funds. <br />Engineering design services for this project will be by the <br />Department of Utility Services staff.' <br />RECOMI ErTDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve this proposed assessment <br />project and authorize engineering design services by the Department <br />of Utility Services staff. <br />Commissioner Eggert asked if this project includes part of the <br />extension that was requested by some of the subdivisions after we <br />completed the Gifford system, and Utilities Director Terry Pinto <br />confirmed that it does but there still are some other areas that <br />have to be included. <br />ON MOTION by Commissioner Adams, SECONDED, by <br />Comihissioner Macht, the Board unanimously (4-0, <br />Commissioner Bird being absent) approved the <br />proposed assessment project and authorized <br />engineering design services by Utilities' staff, as <br />recommended by Utilities Director Terry Pinto. <br />71 <br />September 6, 1994 <br />BOOK 93 FAGS⢠<br />
