Commissioner Adams didn't consider the taking of the <br />Harshbarger property necessary for public health, safety, or <br />welfare. <br />Administrator Chandler' felt we need to renew our appraisals if <br />we go forward with condemnation. <br />Commissioner Macht explained that the property is supposed to <br />be the site of the offices of the Public Defender and State <br />Attorney in the year 2020. <br />Commissioner Eggert noted that the County Clerk is supposed to <br />move also when that happens, but she never remembered that being <br />discussed at all during the Courthouse planning sessions. <br />After brief discussion, Chairman Tippin announced that the <br />current consensus is that there is no immediate need for the <br />property. <br />VERO BEACH MUNICIPAL FIREMEN'S RELIEF & PENSION FUND <br />The Board reviewed the following memo dated 8/17/94: <br />TO: Board of County Commissioners <br />FROM: Charles P. Vitunac, County Attorney <br />DATE: August 17, 1994 <br />RE: Vero Beach's Municipal Firemen's Relief & Pension Fund <br />The attached letter from the City of Vero Beach requests County approval <br />of an amendment to the Vero Beach Municipal Firemen's Relief and Pension <br />Fund Ordinance (Pension Plan), which would allow for a wider range of <br />investments for the fund assets. <br />Under the agreements between the County and the City resulting in the <br />creation of the South Indian River County Fire District, firemen then <br />working were given the opportunity of joining the Florida Retirement <br />System or of staying in the Pension Plan. Once that choice was made, <br />the fund was closed. By agreement with the County the City retained the <br />sole responsibility and authority for managing the pension assets. In <br />spite ..of the County's lack of authority over the fund, the County <br />retains liability for any shortfall in the pension benefits. It is this <br />latent responsibility of the County which leads the City to ask for the <br />County's permission in the requested pension fund investment changes. <br />The requested changes are allowed by Chapter 175, Florida Statutes, and <br />are shown on the attached ordinance, section 3.13.1. In short the City <br />is asking the County to allow some additional risk in exchange for some <br />expected increase in return on invested funds. <br />Requested Action: Request direction' of the Board's position regarding <br />approval of the proposed City ordinance. <br />77 <br />September 6, 1994 <br />BOOK f'AGF. 40 <br />
