Oak Tree Transplanting <br />Clearing Brazilian pepper from the southwest portion of the Oslo <br />Riverfront property affords a present opportunity to transplant six <br />mature live oaks to the property, whereby the trees would otherwise <br />be destroyed. Staff has researched the availability of a tree <br />spade to transplant the trees, including the County Road and Bridge <br />Division tree spade. Staff's finding is that the only spade in the <br />region big enough to ensure reasonable transplanting success of <br />these sizeable trees is a 90 inch spade owned by Abele Tree Movers, <br />based in Brevard County. <br />Abele Tree Movers' fee for relocating trees is $90 per hour, plus <br />$100 for round trip transport of the tree spade. In discussions <br />with Mr. Skip Glover of Abele Tree Movers, staff estimates that the <br />tree removal project would be. substantially completed in one 8 to <br />10 hour working day, which calculates to a total of $90.0 to $1,100. <br />Use of funds from the county tree fine account is appropriate <br />because fines collected for illegal tree removal and land clearing <br />would contribute to saving six mature native oak trees that would <br />otherwise be legally destroyed. <br />FIND Grant Application Match <br />In April, 1993, the Board of County Commissioners authorized <br />submittal of a Florida Inland Navigation District (FIND) grant <br />application for cost -share funding of Oslo Riverfront property <br />improvements. The first phase of the grant application, relating <br />to project design, engineering, and permitting, was approved by <br />FIND this past fiscal year, and progress has been made in <br />completing these tasks. <br />Staff plan to re -submit the application for second phase cost -share <br />- fundigg:for fiscalyear..1995.-96 The.: second 'phase. of .the ;FIND •grant. <br />a es=�ta,cons ri�Ct�.on`:uGf sito - mpirovements, and 'includes= V. <br />removal of exotic plant species;and=h bi at'restoratiori:.:.-Th�erefore, ' <br />the expenditure of mitigation funds for Brazilian -.pepper removal <br />and native plantings can be credited towards county match of the <br />overall cost -share project. <br />RECOMMENDATION <br />Staff recommends:. that the Board of County Commissioners authorize <br />the use of $4,200 from upland mitigation fund account # 601-000- <br />220-033.00 for Miles Modern Tree Care to remove approximately one <br />acre of Brazilian pepper from the southwest portion of the Oslo <br />Riverfront property. Staff also recommends that the Board authorize <br />the use of $1,100 in tree fine account funds for <br />the relocation of six +12" oak trees, by Abele <br />Tree Movers, to the property from the adjacent Saturn dealership <br />site. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously authorized <br />the use of $4,200 from the upland mitigation fund <br />account for Miles Modern Tree Care to remove <br />approximately one acre of Brazilian pepper from the <br />southwest portion of the Oslo Riverfront property <br />and the use of $1,100 in tree fine account funds for <br />the relocation of six +12" oak trees, by Abele Tree <br />Movers, to the property from the adjacent Saturn <br />dealership site, as recommended by staff. <br />September 20, 1994 <br />BOOK 93 PAGE 300 <br />
