She felt the developer should be required to <br />pave'the road. <br />Community Development Director Robert Keating explained that <br />planned developments outside the urban service areas are not <br />required to pave their roads. Carlsward Subdivision, which is <br />nearby, did not have to pave the roadways because the planned <br />development ordinance was not in place when it came in. <br />Commissioner Eggert asked if the developer could make a <br />subdivision in the future, and Director Keating explained that once <br />the Board approves the planned development, they control it and any <br />change has to come before the Board. <br />Todd smith, project engineer, advised that no more mining <br />activity is anticipated than in the past. That lake has been mined <br />over the past 10 to 12 years. There is a noise ordinance that <br />relates to construction equipment and land development regulations <br />provide for all other concerns. A bond will be posted regarding <br />- 41st Street. The subdivision is a family project involving a <br />mother, brother and sister and they will be using fill for corner <br />lots. There is no intent to create a subdivision. The most there <br />can ever be is 4 lots. A lot of care is going into the planning of <br />the lake because it is important to the family that they develop <br />the theme. This is a family project and there is no intention for <br />it being turned over to a high density subdivision. With regard to <br />the street name issue, the family is trying to create a theme and <br />would like to be allowed to use street names instead of numbers. <br />With regard to the wetlands, they would prefer that the 35 -foot <br />depth of the lake be tied to the wetlands permit so that they <br />wouldn't have to come back to the Board if the St. Johns River <br />Water Management District says there is no limit on the 35 -foot <br />depth. <br />Mr. Smith assured the Board that they could limit operations <br />if there is a concern regarding noise. He noted that the more you <br />restrict the business, the longer they will have to stay in <br />operation. <br />The developer would love to be finished in 6 months. <br />Commissioner Adams remarked that it very rarely happens that <br />a company given a permit with the understanding that it will get in <br />and get out quickly actually closes operations that quickly.
