BOOK 93, pg� [ <br />17. Street Designations: The applicant has proposed the use of <br />street names versus numerical designations. The intent of <br />Chapter 951 of the LDRs is to provide sequential 'grid <br />numbering systems to facilitate timely and efficient emergency <br />responses through the 911 system. The existing roadways for <br />miles around the subject site are assigned numerical <br />designations conforming to Chapter 951. In staff's opinion, <br />approval of street names versus numerical designations could <br />adversely affect emergency services response time, and would <br />be inconsistent with the continuation of a logical addressing <br />system in the area of the project. Therefore, in staff's <br />opinion the project developer should use numerical <br />designations which are consistent with the surrounding area <br />and with Chapter-951 of the County LDR's. <br />RECOMMENDATION: <br />Based upon ,the analysis performed..staff recommends that the Boart� = >_ <br />" of County Commissioners- grant.PV. speclel ex egt3on �ise:.approval for <br />the 4' lot residential development 'and accessory facilities, -viifi. <br />the following conditions: <br />1. That the requested waivers, with the exception of waiver f, be <br />granted; and <br />2. That numerical roadway designations satisfying the <br />requirements of Chapter 951 shall be used within the project. <br />Planning Director Stan Boling explained that the request is <br />for a mining operation and a 4 -lot planned development. Staff is <br />recommending approval with the exception that the development not <br />be allowed to have street names instead of numbered streets. <br />Commissioner Eggert inquired about the requirements for 1 unit <br />per 5 acres, and Director Boling explained that the lots end up <br />being less than 5 acres. However, the common area is figured in. <br />The property owners association will be responsible to care for the <br />common area. <br />Commissioner Macht wondered why we allowed names in a recent <br />planned development, and Commissioner Eggert recalled that Glendale <br />Oaks had unique environmental characteristics on site and the <br />applicant was allowed to name the streets after flora and fauna <br />species. <br />The Chairman opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Ellen Roberts, 7070 41st Street, advised that she lives east <br />of the subject property and is concerned ..about noise from the <br />mining operation. She hoped that daily mining operations would be <br />limited to 7 a.m. to 5 p.m. Monday through Friday, and 7 a.m. to'12 <br />noon on Saturdays, and closed down completely on Sundays. She did <br />not want to have to listen to the noise while relaxing on her back <br />porch during those times. <br />September 20, 1994 <br />Mrs. Roberts also was concerned about <br />28 <br />
