14. Traffic Circulation: The project proposes a central, medianed <br />entrance road connecting to 41st Street, which is an existing <br />unpaved roadway located within a 30' road right-of-way. An <br />internal stabilized roadway will provide access to all lots <br />and common areas. As previously mentioned, section 954.10(3) <br />allows unpaved access driveways in projects located in <br />agriculturally designated areas. Pursuant to the road paving <br />provisions of Chapter 952, the paving of 41st Street is not <br />required since the project is a small traffic generator and is <br />located outside the urban service area. The County Traffic <br />Engineer has reviewed and approved the proposed plans. <br />1 At. it�r4Au'gust .2�th^aaeeting, °'thb Tlanning-=A Z;onin-Commission' - <br />attached to the'.project's preliminary 'Pb* plan approval a <br />requirement that a road maintenance bond, such as those <br />required of new mining operations by Chapter 934 standards, be <br />posted by the applicant prior to issuance of a LDP or LDP <br />waiver. <br />15. Dedications & Improvements: The project developer is required <br />to dedicate without compensation 30' of additional 41st Street <br />road right-of-way to bring the subject segment of 41st Street <br />up to the local road right-of-way 60' width standard. The <br />plan depicts this dedication and will accommodate any future <br />right-of-way expansion needed for 41st Street. No sidewalk or <br />bikeway improvements are required, and none are proposed. <br />16. Waivers: Through the PD process, the applicant can request <br />waivers from specific land development regulation (LDR) <br />standards. The applicant has requested the following waivers: <br />a. Minimum setbacks from interior lot lines for accessory <br />structures (cottages with patios), on Lot 1 & 2 only: <br />1. Minimum front yard setbacks = 10' <br />2. Minimum rear yard setbacks = 2' <br />3. Minimum side yard setbacks = 2' <br />b. Minimum separation distance between buildings within the <br />project = 0' <br />c. Minimum internal private road right-of-way width = 50' <br />d. A waiver on the minimum design speed from 30 mph to 20 <br />mph <br />e. Waiver of super -elevation of curves for 20 mph design <br />speed <br />f.
