BOOK 93 PArA7 <br />the applicant is proposing to expand the existing mining <br />operation by increasing the allowable lake depth from 30 feet <br />to 50 feet [Note: the applicant has stated that the existing <br />lake depth varies but averages about 10' deep]. These <br />proposed lake modifications include filling +0.12 acres of <br />jurisdictional wetlands, for which.the applicant has applied <br />for a wetland resource permit.: The Planning and Zoning... <br />Commission -Attached, a condition- to -the t3reliminary -PD .plan` <br />approval -that requires the applicant to obtain the -required <br />wetlands resource permit prior to issuance of a land <br />development permit (LDP) or LDP waiver. Another condition <br />attached to the preliminary PD plan requires the applicant to <br />document that the St. Johns River Water Management District <br />has approved the increased depth of the sand mine lake. <br />To satisfy county, state, and federal wetland protection <br />regulations, the applicant is proposing to create +0.18 acres <br />of littoral zone wetlands with +0.23 acres of upland edge <br />buffer. These provisions are depicted on the proposed site <br />plan. Also, the site plan proposal would satisfy county <br />native upland set-aside requirements by preserving +0.14 acres <br />of contiguous oak hammock in a conservation area (±10% of the <br />total active upland area). The Planning and Zoning Commission <br />attached a condition to the preliminary PD plan approval <br />requiring the developer to execute a conservation easement <br />prior to issuance of a LDP or LDP waiver. <br />County environmental planning staff has reviewed the site plan <br />and has found that the plan adequately addresses wetland and <br />native upland protection requirements, subject to <br />jurisdictional agency permit approvals. <br />10. Off -Street Parking: Required: 16 spaces (unpaved, stabilized) <br />Provided: 16 spaces (unpaved, stabilized) <br />Note: pursuant to section 954.10(3), unpaved parking spaces <br />and driveways are allowed for low trip generating projects <br />located in agriculturally designated areas (areas located <br />outside the urban service area). <br />11. Stormwater Management: A preliminary drainage plan has been <br />reviewed by the Public Works Department. The drainage plan <br />will be reviewed in more detail and will be finalized via the <br />LDP or LDP waiver process. <br />12. Utilities: The proposed development is outside the urban <br />service area; therefore, connection to county potable water <br />and., wastewater services is not .required.: The Indian River <br />; (HRS) hno o.1!cCounty Environmental 'Health. Unit Dons to <br />--the use of on-site water- and wastewater. systems. <br />13. Landscape Plan & Buffering: The landscaping plan submitted <br />with the preliminary planned development plat satisfies the <br />landscaping requirements of Chapter 926, pursuant to the <br />provisions of the PD compatibility standards of section <br />915.16.
