Cox, Px - <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Indian River Apartments <br />Planned Development <br />REFERENCE: PD -94-11-13/94020072-005 <br />DATE: September 23, 1994 CONSENT AGENDA <br />Carter Associates on behalf of Indian River Holdings, Inc., the developers of Indian River <br />Apartments Planned Development is requesting a waiver of the cut and fill balance requirement of <br />Section 930.07(2)(d) of the Stormwater Management and Flood Protection Ordinance. Indian River <br />Apartments received preliminary plat and plan approval from the Planning and Zoning Commission <br />on September 8, 1994. The project is located on Indian River Boulevard south of 14th Street and <br />east of 3rd Court adjacent to Rock Ri,Age subdivision. The entire site, is located in special flood <br />hazard area Zone AE with base flood elevations of 7.0 ft. and 8.0 ft. N.G.V.D. The ten year <br />stillwater elevation is 3.8 ft. The proposed displacement of the floodplain below 4.0 ft. for which <br />the waiver is requested is 22,009 cubic yards as indicated in the attached letter from the applicant's <br />engineer dated September 23, 1994.. <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1. of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />staffs opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. <br />A S.J.R.W.M.D. Management and Storage of Surface Waters Permit has been approved for the <br />project. A request for a Land Development Permit waiver has been received by the Public Works <br />Department. <br />OCTOBER 4, 1994 8 <br />
