Board PAGE 454 <br />example is what drove us to the 2 -acre formula. It is very much <br />like all of the other properties that were in the other district. <br />Commissioner Eggert emphasized that you cannot treat a 2 -acre <br />parcel one way in this project and differently in another project <br />unless there is really a very special reason for it. <br />Director Pinto suggested that if you assumed this parcel was <br />part of the neighboring properties, you could go the same depth <br />that they are being assessed which is around 320 feet. <br />Mr. Wilson advised that Mr. Jacobs would be perfectly happy if <br />the Board would consider assessing the front 150 feet of his <br />property, reducing the assessment to less than $4,000. <br />Commissioner Adams noted that the assessment then would be <br />approximately $8,100 which puts it on an even keel with the other <br />multi -acreage property owners. <br />Bruce Barkett, attorney representing Timber Ridge, presented <br />a sketch that he prepared and explained that Timber Ridge is being <br />assessed for_.two streets -- 7th Street SW which is approximately <br />4.5 acres, 1,320 feet long, and 10th Avenue which is another 4.5 <br />acres, 1,320 feet. Timber Ridge will not get its water from either <br />of these lines, but from Rebel Road. The project will probably <br />benefit from the line running on 7th Street SW which could help <br />with looping and water flows, but the project will not benefit in <br />any way from the line running along 10th Avenue, north and south. <br />This is basically a subdivision expansion project. That piece of <br />property is only 220 feet wide and it can't be developed <br />residentially. Timber Ridge doesn't have any objection to paying <br />its assessment on the 7th Street, SW property, where they are being <br />assessed for- 150 depth at $30,000; however, they -do have an <br />objection to being assessed for the 10th Avenue line because that <br />doesn't provide them any benefit. <br />Chairman Tippin inquired if it has already been determined <br />definitely that Timber Ridge will have access from Rebel Road and <br />Mr. Barkett replied that it's as definite as it can be. <br />Director Pinto explained that, if it can be proven that <br />there's absolutely no benefit, it shouldn't be assessed. However, <br />if it can be determined that the property could be developed in any <br />fashion and would benefit, then they should be assessed. <br />Andrew Mustapick, of 700 Timberidge Trail, Vero Beach, advised <br />the Board that all of Timber Ridge's development is going to be a <br />planned unit development which they intend to wall off. They are <br />going to come in off 20th Avenue and Rebel Road and the community <br />OCTOBER 4, 1994 26 <br />
