will be completely self-contained. The only possible use that <br />Timber Ridge could have would be for a looping system which might <br />benefit them in some way. What they are being asked to do is to <br />pay twice for water lines. <br />Arlene Zorc of 4 Seahorse Lane, Vero Beach, explained that her <br />property on 795 12th Avenue backs up to the nursery but is zoned <br />residential. Everything else is zoned commercial and the most you <br />could ever do with it is put a minimal house on it. The $7,383 <br />assessment, together with the cost of water hookup, would be <br />approximately $9,000 just to get the water there for the privilege <br />of building one minimal house. <br />Commissioner Eggert noted that the property is zoned to allow <br />a multi -family residence. <br />Mrs. Zorc could not imagine anyone doing something like that <br />as it's all commercial -- repair shop, auto repair, etc. It's just <br />not an ideal% situation to build multi -family residential. <br />Director Pinto pointed out that the assessment already has <br />been reduced to 150 feet. <br />Property Appraiser David Nolte advised this parcel of 119,000 <br />square feet had been assessed for $18,000, and was reduced to <br />89,250 square feet using the 150 foot rule, which reduced the <br />assessment to $13,621. <br />There being no others who wished to be heard, Chairman Tippin <br />closed the public hearing. <br />Andy Mustapick, Jr. asked if he might comment and Chairman <br />Tippin responded that the public hearing had been closed but he <br />would reopen it to allow Mr. Mustapick to address the <br />Commissioners. <br />Mr. Mustapick, Jr. explained that the line along 7th Avenue <br />simply provides Timber Ridge with a loop back system and there is <br />no other benefit. He understood the intent was for those who <br />benefit to pay for their share in -terms of how much they benefit. <br />He asked that Timber Ridge just be required to pay for the line on <br />7th Avenue SW. <br />Commissioner Adams remarked that everyone who files a <br />development plan in the County sincerely wants to develop and <br />expects to get it done, but the Board cannot assume that it will be <br />done. Sometimes something happens where they have not been able to <br />follow through on the plans and the question of how to make it fair <br />is a big frustration for the Board. <br />Chairman Tippin then moved that the resolution be passed with. <br />two exceptions; one that the Jacobs' property assessment be changed <br />OCTOBER 4, 1994 27 <br />ROOKPAGE 455 <br />
