McCoy, AICP,1,A <br />Senior Planner, Current Development <br />DATE: September 28, 1994 <br />SUBJECT: Grand Harbor's Request to Amend a Portion of the Grand <br />Harbor Conceptual Planned Development Plan and to Receive <br />Special Exception Approval for an Adult Congregate Care <br />Living Facility (ACLF) and Residential Development with <br />a 9 Hole Golf Course to be Known as Oak Harbor <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October ll, 1994. <br />DESCRIPTIONS & CONDITIONS: <br />Masteller & Moler, Inc. has submitted an application -for -planned <br />development special exception use approval on behalf of Oak Harbor <br />Ltd. The applicant is requesting to. amend the existing Grand <br />Harbor conceptual PD plan, which currently shows the subject area <br />to be developed with standard multi -family units. The new proposal <br />includes an adult congregate living facility (ACLF) along with <br />single-family and multi -family units, and a 9 hole golf course and <br />clubhouse. In addition, the amended conceptual plan proposes a new <br />connection to Indian River Boulevard, and moves the project <br />connection to 45th Street further west. The subject parcel <br />consists of 116 acres located in the southwestern portion of the <br />Grand Harbor project (see attachment #2). The project will be <br />internally inter -connected with the rest of the Grand Harbor <br />project. <br />The applicant is requesting approval for a three phase project <br />which will include up to 500 residential units (includes 64 ACLF <br />units), a 9 hole golf course and clubhouse, and accessory <br />commercial uses. All of these uses are allowed within the <br />parameters of the DRI development order (D.O.) now in effect for <br />the overall Grand Harbor project. Conceptual PD plan <br />modifications, the golf course, and the ACLF aspects of the project <br />all require special exception use approval.
