d <br />noo 3 Ff�VL484 <br />This project is a planned development (PD). The approval steps in <br />the PD process are as follows: <br />Approval Needed Reviewina Body <br />1. Conceptual Plan/Special Exception PZC a BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permits Staff <br />4. Final PD Plan (plat) BCC <br />The applicant is requesting approval to modify the Grand Harbor <br />conceptual PD plan for the 116 acre Oak Harbor project area, and to <br />develop a golf course and ACLF. If the conceptual plan <br />modification is approved by the Board of County Commissioners, the <br />applicant will then need to obtain preliminary PD plan approval <br />from the Planning and Zoning Commission for any development <br />phase(s). <br />•Planning and Zoning Commission Action <br />At its regular meeting of September 22, 1994, the Planning and <br />Zoning Commission unanimously recommended that the Board of County <br />Commissioners approve the special exception use request for Oak <br />Harbor's conceptual PD plan, including the 64 ACLF units as a stand <br />alone facility available to the general public, subject to the <br />condition contained in staff's recommendation at the end of this <br />report. <br />•Board of County Commissioners Consideration <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />use based on the submitted site plan and suitability of the site <br />for that use. The Board may approve, approve with conditions or <br />deny the special exception use. The County may attach *any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />ANALYSIS: <br />1. <br />Size of PD Area: <br />Phase IC 56 acres <br />Phase II: 42 acres <br />Phase III: 18 acres <br />Total: 116 acres <br />2. <br />Zoning Classification: RM -61 Residential Multi -Family (up to <br />6 units per acre) <br />3. <br />Land Use Designation: M-1, Medium Density 1 (up to 8 units <br />per acre) <br />4. <br />Density: <br />Phase I: <br />280 units on 56 acres = 5.00 units/acre <br />Phase II: <br />144 units on 42 acres = 3.42 units/acre <br />Phase III: <br />76 units on 18 acres = 4.22 units/acre <br />Overall: <br />*500 units on 116 acres = 4.31 units/acre <br />*436 multi -family <br />and single-family units plus 64 ACLF units <br />Note: The 64 ACLF <br />units are stand alone units, and are to be <br />used primarily by residents but could be used to house members <br />18 <br />October 11, 1994 <br />
