(100) feet to any lot line which abuts a <br />residentially designated property; however, the 100 <br />one hundred (100) foot setback may be reduced to <br />normal zoning district setbacks if the use of the <br />abutting residentially designated property is non- <br />residential (e.g. institutional, recreation, <br />community services uses) and if a type "B" buffer <br />with 6' opaque feature is provided between the <br />building and structures and the abutting <br />residentially designated property. <br />3. Golf courses shall, to the most reasonable extent, <br />retain and preserve native vegetation over at least <br />thirty (30) per cent of the total upland area of <br />the course due to their characteristically high <br />water demand and heavy nutrient loads; <br />4. The golf courses shall be designed so that any <br />lighting is shielded and * directed away from <br />residential areas; <br />5. Type "B" screening shall be provided between golf <br />maintenance .facilities and adjacent residentially <br />designated property within two hundred (200) feet <br />of the golf maintenance facility. <br />All applicable specific land use criteria for ACLFs and for <br />golf courses are satisfied by the proposed conceptual PD plan. <br />17. Surrounding Land Use and Zoning: <br />North: Grand Harbor/RM-6 <br />South: Groves, Wetlands/RS-6, RS -1 <br />East: Grand Harbor/RM-6 <br />West: Groves/RM-6 <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners grant Oak Harbor's conceptual PD plan <br />modification and special exception use requests, with the following <br />condition: <br />1. That prior to the issuance of a C.O. , the applicant shall pave <br />45th Street from Indian River Boulevard to the project's <br />entrance and provide a 4' wide sidewalk along 45th Street from <br />the project's 45th Street entrance driveway to Indian River <br />Boulevard. The applicant shall include the final design of <br />said improvements in the project's land development permit. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Bruce Barkett, representing the applicant, commended <br />staff for their cooperation and advised that he was available to <br />answer questions. <br />23 <br />October 11, 1994 moo 93 F'ArE <br />
