�UUK �� PACE <br />OLD COUNTY COURTHOUSE <br />General Services Director Sonny Dean reviewed the following <br />memorandum dated October 3, 1994: <br />DATE: OCTOBER 3, 1994 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />TBRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVICE <br />SUBJECT: OLD COUNTY COURTHOUSE <br />BACKGROUND: <br />Since 1989, staff has attempted to find a suitable solution for <br />disposition of the old courthouse. The American Sportscaster's <br />Association, Inc. showed interest in using the facility for a <br />museum but after several contacts - they have not responded to a <br />proposal offered by the County. <br />The Vero Beach Ballet met with this writer and indicated they were <br />interested in using the facility. It was requested that they <br />submit a written request but they have not responded. <br />The Federal General Services Administration was contacted in an <br />effort to offer the building as a Federal Courthouse but they <br />declined because location of the building had to be in Fort Pierce. <br />ANALYSIS: <br />Move out of the subject building is scheduled for the week of <br />November 21 - 25, 1994. There will be a period of time required to <br />remove all property from the premises after the initial move. It <br />is anticipated that within 90 days the building will be completely <br />vacated and all utilities will be disconnected. Without air <br />conditioning deterioration will be expedited, due to the excessive <br />amount of moisture entering the building. The structure will be <br />made as secure as possible, however, it will be a liability to the <br />County in an unoccupied state. <br />County building maintenance is based on square footage of a <br />facility which would include cleaning, pest control, utilities, and <br />general maintenance. Annual maintenance cost for this building is <br />presently budgeted at $100,000.00, which does not take into <br />consideration labor or grounds work. We have not budgeted monies <br />to operate the building during the 1994-95 fiscal year. <br />RECOMMENDATIONS: <br />Based on the above, staff recommends the building be advertised for <br />a period of ninety days to sell or lease to ascertain whether or <br />not there is a market for this facility. If no one is interested <br />staff would recommend demolition of the building and other use of <br />the property. <br />October 11, 1994 <br />
