Board of County Commissioners Meeting Minutes - Final March 20, 2018 <br />In response to a question from Chairman O'Bryan, Engineer McGuire affirmed <br />that there were no current plans for developing the property at this time. <br />Joseph Paladin, President, Black Swan Consulting, addressed the Board in <br />support of the rezoning request. <br />There being no other speakers, the Chairman closed the Public Hearing. <br />A motion was made by Commissioner Flescher, seconded by Commissioner <br />Zorc, to adopt Ordinance 2018-007, amending the zoning ordinance and the <br />accompanying zoning map for approximately ±6.836 acres located north of and <br />adjacent to Round Island Riverside Park and west of South Highway AIA by <br />rezoning ±2.009 acres adjacent to South Highway Al from RS -1, Single -Family <br />Residential District (up to 1 units/acre), to RS -3, Single -Family Residential District <br />(up to 3 units/acre), and by rezoning the remaining ±4.827 acres from RS -1, <br />Single -Family Residential District (up to 1 units/acre), to CON -2, Estuarine <br />Wetlands Conservation District (up to 1 unit/40 acres); and providing codification, <br />severability; and effective date. The motion carried by the following vote: <br />Aye: 4- Chairman O'Bryan, Commissioner Adams, Commissioner Flescher, and <br />Commissioner Zorc <br />Absent: 1 - Vice Chairman Solari <br />10.A.2. 18-1586 Transmittal Public Hearing: County Initiated Request to Amend (Update) the <br />Text of the Sanitary Sewer Sub -Element for Septic to Sewer Conversion and the <br />Associated Text of the Future Land Use Element; and Amend the Text of the <br />Coastal Management Element for Sea Level Rise and Associated Text of the <br />Future Land Use Element of the County's Comprehensive Plan (Legislative) <br />Recommended Action: Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners adopt the attached <br />resolution for transmittal of the following proposed Comprehensive Plan text <br />amendments to state and regional review agencies: 1. Amendments to: a. The <br />Sanitary Sewer Sub -Element and corresponding Future Land Use Element, and <br />b. The Coastal Management Element and related Future Land Use Element after <br />review and consideration of the next staff report, and 2.
