I
0 Exhibit "A"
STYIERRE CONSTRUCTION INC.
License: CBC1258566 Insured
Email ws!pierTeconstruction@jzmail.com
Office 772-770-4337
Fax 772-770-4363
Cell 772-633-2003
Project site:. 1125 27`" Ave SW
My Issue:
This is the email response below I received from Jesse Roland at the IRC Utility Dept
to my request to have them do a tap of the sewer line that the IRC Utility dept or IRC
Engineering Dept approved to be buried under the extended asphalt of 27h Ave SW.
When the asphalt was extended it now has created the need to do lane closers and flag
men or MOT to install the tap instead of just tapping the sewer in the R.O.W. If I can not
tap in the front of my project without incurring unnecessary added expenses I should not
have been forced to utilize the sewer as it was not truly accessible to this project and a
direct tap was not in the cards. A standard install of a lift station 145' of line and tap is
approx $12k and this 210' extra feet of line the IRCUD wants me to install because they
do not want to add another tap to their sewer line in front of my project is going to cost
me an additional $4355.00 which is a 36% increase in my standard cost to tie in the
sewer. Additionally the cost of utility impact fees has already increased $4354.00 just
since 2014.
I am not apposed to IRCU installing the 210' of extension line south down the IRC
R.O.W. and giving me a valve out front of my project but they think that I should incur
those cost. This solution is fine but what will happen when the road is widened in the
future and covers over my 210' parallel line that would only be 6-7 foot west of the
asphalt at this time? I think this is just a band aid and will cause more issues than
solutions in the future. I only want to pay the same rate as other residential clients are
paying without incurring extra cost due to Indian River County's poor planning.
Reply email received Jan 23rd 2018
Hello Wayne. I met with Arjuna, Director Vincent Burke, and Operations Manager Terry Southard, and
it was determined that we don't want any new taps on our 4" force main under 27"' Ave SW. The only
option would be for you to tap the existing 2" line going to your house at 1155, and run a 2" poly pipe
north along the 27`h Ave right of way line. This will keep you out of the roadway and allow you to do the
work under your permit for the private lift station. The new 2" line would become County -owned and
maintained within the 27`h Ave right of way. Please let us know if you have any questions or concerns.
Regards,
Jesse Roland I Plans Reviewer
Indian River County Dept. of Utility Services
1801 27th St. Vero Beach, FL 32960
Ph 772-226-1636 Fax 772-770-5143
Troland ircpov.com
