INDIAN RIVER COUNTY, FLORIDA
BOARD MEMORANDUM
TO: Jason E. Brown,
County Administrator
THROUGH: Richard B. Szpyrka, P.E.
Public Works Director
FROM: James D. Gray, Jr.
Natural Resources Manager
SUBJECT: Work Order No. 2018029-1 APTIM Environmental & Infrastructure, Inc
Sector 5 Beach and Dune Restoration Project — Pre -Construction Services
DATE: April 16, 2018
BACKGROUND
On April 3, 2018, the Board approved a contract with Aptim Environmental & Infrastructure, Inc.
(Aptim) for professional coastal engineering and biological support services related to the
management and restoration of the Sector 5 (City of Vero Beach) beach project area.
The Sector 5 project area is a 3 mile section of shoreline that extends just north of Tracking Station
Beach Park south to the Gables Oceanfront Condominiums. The majority of the project area is
located within the City of Vero Beach's jurisdiction with the exception of Tracking Station Park and
the Florida Tech Marine Lab residing in unincorporated Indian River County.
DESCRIPTION AND CONDITIONS
The proposed Work Order No. 2018029-1 includes seven (7) separate tasks and provides
professional engineering services for the continued development and implementation of the
planned Sector 5 Beach and Dune Restoration Project. Specifically, Work Order No. 2018029-1
addresses pre -construction phase services required for permitting and development of
construction plans and specifications.
Work Order No. 2018029-1 is for a lump sum amount of $212,462.95. Note: Given the expected
project fill volumes, Sector 5 is being designed as a truck haul (Upland Mine) fill project. However,
an optional task (Task 7 — Include Offshore Borrow Area as Sand Source), totaling $19,877, is
included in this work order in the event permits need to be modified to include an offshore sand
source. Considering the similar project development schedule, it may be conceivable to utilize
the same offshore borrow source for multiple other concurrent projects (Sector 3 and Sector 7)
also currently under design and permitting. If the offshore source is determined not necessary,
the total amount of Work Order No. 2018029-1 will be reduced by $19,877.
C:\Users\legistarWppData\Local\Temp\BCL Technologies\easyPDF 8\@BCL@840D3BAA\@BCL@840D3BAA.docx 56
