M - <br />The property owner has executed_a contract for $14,810.00 for the <br />28.78' x 1321, CG zoned parcel, and relocation of the septic tank <br />system and connection to the county water system. The purchase <br />price is at $2.30 per square foot which is the same price per <br />square foot the county paid for all other CG zoned parcels on Oslo <br />Road. <br />The contract is itemized as follows: <br />3,800 sq.ft. Land $ 8,740.00 <br />Septic System relocation 1,850.00 <br />County Water Connection 4.220.00 <br />TOTAL: $14,810.00 <br />W.E. Roddenberry, attorney fee <br />8 hours $ 1,200.00 <br />The existing septic system is in the proposed right-of-way to be <br />purchased and requires relocation. The only relocation area brings <br />the proximity to the well to less than the required 100' clearance <br />distance. Consequently, moving the well is not permitted under <br />Environmental Health Regulations where there is utility water <br />available, therefore, connection to the county water system is <br />required. <br />The County's estimate from Inquires from septic tank companies and <br />the County Utilities Department is attached. <br />No appraisals were obtained because of the current sales and recent <br />purchase of adjoining parcels at $2.30, and the additional cost and <br />time element. <br />There are no engineers or appraisers fees to be paid by Indian <br />River County. <br />Staff requests the Board of County Commissioners approve the <br />$14,810.00 purchase and payment of $1,200 attorney's fee and <br />authorize the Chairman to execute the contract. <br />FUNDING <br />Funding to be from Account No. 101-156-541-067.43, Traffic Impact <br />Fee, District 6 <br />Commissioner Adams questioned approving the Addendum with the <br />inclusion of the County having to put in a retaining wall in the <br />future since the property owner is being compensated now. <br />Public Works Director Jim Davis explained that the seller is <br />considering a change of use for that building which has lain <br />dormant for the last year or two. The building sits on top of the <br />ridge on Old Dixie Highway, and the owner is considering selling <br />that property which would make that greenway important. <br />OCTOBER 18, 1994 <br />23 <br />BOOK FA4 <br />
