Tippin, Chairman <br />DATE: October 12, 1994 <br />SUBJECT: Early release for sexual predators <br />The City of Vero Beach has requested that we join them- in <br />adopting a resolution against the early release of sexual <br />predators. <br />Attached is a resolution for your consideration. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 94-131 requesting the Florida Department <br />of Corrections and the Florida Parole Commission to <br />require local registration of sexual predators <br />pursuant to the Florida Sexual Predators Act for all <br />early releases regardless of the date of the offense <br />for which they were imprisoned. <br />RESOLUTION NO. 94- 131 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMSSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, REQUESTING THE FLORIDA DEPART- <br />MENT OF CORRECTIONS AND THE FLORIDA <br />PAROLE C014MSSION TO REQUIRE LOCAL <br />REGISTRATION OF SEXUAL PREDATORS PURSUANT <br />TO THE FLORIDA SEXUAL PREDATORS ACT FOR <br />ALL EARLY RELEASES S OF THE DATE <br />OF THE OFFENSE FOR WEIGH THEY WERE <br />IMPRISONED <br />WHEREAS, repeat sex offenders and sex offenders who use <br />physical violence are sexual predators who must be confined for a <br />significant period of time and subjected to procedures designed <br />to better protect the public safety; and <br />WHEREAS, because of the high recidivism rate and low <br />rehabilitation rate of sexual predators, they require very severe <br />sentences and should not be released from incarceration except <br />under controlled circumstances-; and <br />WHEREAS, it is now known that sexual predators are, more <br />than any other type of dangerous offender, highly resistant to <br />change, and need incarceration, supervision and monitoring if the <br />public is to be protected; and <br />OCTOBER 18, 1994 36 <br />
