ma <br />NDIAN RIVER COUNTY, FLORIDA <br />BOARD MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: James D. Gray, Jr., Natural Resources Manager <br />SUBJECT: Submittal of Florida Department of Economic Opportunity Grant FY18/19 <br />DATE: May 9, 2018 <br />DESCRIPTION AND CONDITIONS <br />Late April 2018, the County received notification that the Florida Department of Economic <br />Opportunity (DEO) was soliciting technical assistance grant requests for State FY 2018/19. <br />Staff wanted to make the Board aware that on May 7, 2018, the County responded to the DEO <br />solicitation and is requesting $13,500 to develop a living shoreline/oyster reef demonstration <br />site at Round Island Riverside Park. The living shoreline/oyster reef demonstration project is <br />one of the small-scale lagoon projects staff identified as a way to further showcase the County's <br />efforts to improve water quality in the lagoon. <br />The grant is cost reimbursement and does not require matching funds. The grant period is July <br />1, 2018 — June 30, 2019 and requires all work to be completed by May 31, 2019. Given the <br />relatively short project completion period and that the grant is a cost reimbursement basis it <br />may be prudent to begin the project in advance of potential grant funding. This way the project <br />can be fully designed and permitted if funds become available. <br />FUNDING <br />Funds for this expenditure are not currently budgeted, but can be funded by a budget <br />amendment for $20,000 .from General Fund/Reserve for Contingency to General <br />Fund/Lagoon/Other Professional Services- Acct # 00128337-033190. <br />RECOMMENDATION <br />Staff recommends the Board support the submittal of the FY 18/19 Florida Department of <br />Economic Opportunity Grant for the living shoreline/oyster reef demonstration project at Round <br />Island Park.
