Comprehensive Plan Sanita ry Sewer Sub -Element <br />GOAL, OBJECTIVES AND POLICIES <br />GOAL <br />Indian River County shall have an efficient system of sanitary sewer disposal that prevents <br />degradation of existing resources, promotes orderly growth and development, and meets existing <br />and projected demands. <br />OBJECTIVE 1 Service Concurrent with Development <br />Through the time horizon of the plan, there will be sufficient capacity in the regional sanitary <br />sewer system to accommodate all new development within the urban service area. <br />POLICY 1.1: New development within the unincorporated portion of Indian River <br />County shall be approved only when capacity is available, either on-site or off-site, to <br />provide needed sanitary sewer service. <br />POLICY 1.2: The eounty utilities depaftm DEP, on an annual basis, shall inspect all <br />private wastewater treatment plants in Indian River County. <br />POLICY 1.3: The county hereby adopts a sanitary sewer level of service standard of 250 <br />gallons per day per equivalent residential unit with a peak monthly flow factor of 1.25. <br />That standard shall be utilized for determining the availability of facility capacity and the <br />demand generated by a development. <br />POLICY 1.4: Through its computerized permit tracking and its concurrency management <br />system, the county shall continue to implement procedures to update facility demand and <br />capacity information as development orders and permits are issued. <br />POLICY 1.5: The Planning Division, on an as needed basis, shall provide summary <br />reports containing capacity and demand information for each public wastewater treatment <br />plant within the county service area. <br />POLICY 1.6: Consistent with the county's water and wastewater connection matrix, the <br />county shall continue to allow the use of septic tank systems in rural areas for single- <br />family units and for domestic waste disposal by small retail establishments. The use of <br />septic systems must be approved by the Health Department and be consistent with <br />Rule 64E-6, FAC. <br />Appendix A <br />Community Development Department Indian River County 41 <br />
