Comprehensive Plan <br />Sanita ry Sewer Sub -Element <br />POLICY 2.7: By 2028, the coup . shall provide sanitary.sewer service .to at least five (5) <br />through those connecting to the system and directly benefitting from the improvement. <br />OBJECTIVE 3 Surface Water and Groundwater Quality <br />Through the time horizon of the plan, the county will have no instances of sanitary .sewer <br />facilities contaminating surface water or groundwater resources. <br />POLICY 3.1: The DOH -Indian. River shall conduct annual inspections of septic <br />tanks systems that are associated with heavy commercial, industrial, and manufacturing <br />or equivalent uses. The results of these inspections sha44--ma3Lbe used. to-p6er-itizein <br />conjunction with other items in prioritizing sanitary sewer service expansion. <br />POLICY 3.2: The county shall regularly monitor all centralized sanitary sewer facilities <br />to ensure that they do not contaminate surface water or groundwater resources. <br />POLICY 3.3: To ensure that hazardous waste is not discharged into ground or surface <br />water, the DOH -Indian. River shall ,reguireeenduet ran samplings of on-site <br />sewage systems for businesses which have been identified as hazardous waste generators <br />suspected of illegal discharges. Violators shall be prosecuted according to federal, state <br />and/or local regulations. <br />OBJECTIVE 4 Water Conservation <br />Through the time horizon of the plan, 100% of the wastewater effluent produced by the county <br />centralized sanitary sewer facilities will be reused. <br />POLICY 4.1: The county shall continue to reuse wastewater by spray irrigation, with <br />percolation ponds and wetlands as back-up. <br />POLICY 4.2: The county shall r-equir-eencouraae large volume irrigation users, such as <br />developments with golf courses, to use reuse water for spray irrigation. <br />POLICY 4..3: The county shall continue to enforce Land Development Regulations that <br />require developments that use treated wastewater for spray irrigation to construct and <br />dedicate to the county the effluent transmission lines needed to transport the effluent to <br />the development. <br />Appendix A <br />Community Development Department Indian River County 43 <br />
