Presently, the segment of 53rd Street east of Indian River Blvd is a private street owned by <br /> qw Grand Harbor. That segment of 53rd Street provides access to the northern portion of the <br /> overall Grand Harbor project. As proposed, the applicant will remove the segment of 53rd <br /> Street east of Indian River Boulevard and replace it with an internal east/west roadway <br /> through The Reserve at Grand Harbor site. That east-west roadway will connect The <br /> Reserve to the portion of Grand Harbor that lies to the east. Because 53rd Street east of <br /> Indian River Boulevard is a privately owned,unplatted roadway,that segment of road can be <br /> eliminated or modified via the PD process. Prior to issuance of a land development permit, <br /> the applicant will need to obtain Public Works approval of a detailed traffic circulation <br /> design to modify 53rd Street east of Indian River Boulevard. <br /> 10. Stormwater Management: Public Works has approved the project's conceptual stormwater <br /> management plan and will review the details of the final stormwater management plan with <br /> the project's land development permit application. As proposed,the conceptual stormwater <br /> management plan depicts two inter-connected lakes which will outfall to the existing Grand <br /> Harbor master stormwater management system. <br /> 11. Utilities: The site is required to connect to County water and sewer services, and the <br /> applicant proposes to connect. Those utility provisions have been approved by the County <br /> Department of Utility Services and the Department of Health. <br /> 12. Dedications and Improvements: <br /> • Right-of-Way for 53`d Street: Presently, there is 158' of total right-of-way for 53rd <br /> �•.. Street west of Indian River Boulevard, with 100' north of the centerline along The <br /> Reserve's 53rd Street frontage. That existing amount of right-of-way meets the county's <br /> ultimate right-of-way standard for 53rd Street. <br /> • Sidewalks: The proposed internal project sidewalks will be owned and maintained by a <br /> private property owners association and will be located within private right-of-way and <br /> common areas. In addition,an external 5' wide public sidewalk will be built or bonded- <br /> out for future construction along the site's 53rd Street frontage from the project entrance <br /> to the west project boundary,prior to issuance of a certificate of completion. <br /> • Street Lights: Streetlights will be provided at all street entrances, intersections, and <br /> curves and will be owned and maintained by a private property owners association. <br /> • Storinwater and Recreation Tracts: Stormwater tracts and easements and recreation <br /> tracts will be the maintenance responsibility of a private property owners association. <br /> 13. Environmental Issues: <br /> • Wetlands: Environmental Planning staff has verified that there are no wetlands on the <br /> project site.
