Therefore,the land use amendment is exempt from the concurrency requirement. <br /> 1"W rezoning <br /> the rezoning portion of the request, a detailed concurrency analysis was conducted. <br /> Transportation <br /> In this case, the applicant submitted a Traffic Impact Analysis (TIA) report for the rezoning. <br /> Prepared by a licensed traffic engineer, a TIA reports the number of peak hour/peak season/peak <br /> direction trips that would be generated by the most intense use of the subject property under the <br /> proposed zoning districts, and it assigns those trips to the County's thoroughfare roadway network <br /> within the project's area of influence. That area of influence is defined in section 910.09(4)(b)3(a)of <br /> the County's LDRs as roadway segments that receive eight(8)or more peak season/peak hour/peak <br /> direction project trips for two-lane roadways or fifteen (15) or more peak season/peak hour/peak <br /> direction project trips for four-lane(or wider) roadways. <br /> For this rezoning request, a TIA was prepared by the applicant, and reviewed/approved by Traffic <br /> Engineering Division staff. According to the approved TIA,the existing level of service on impacted <br /> roadways would not be lowered by the traffic generated by development on the subject property. <br /> Therefore, the subject request meets the transportation concurrency requirement and is consistent <br /> with the county's thoroughfare plan. <br /> Water <br /> With the proposed rezoning, the subject property could accommodate 1,029 residential units, <br /> - resulting in 257,250 gallons of water consumption per day. In this case,development on the subject <br /> property will be served by the North County Reverse Osmosis Plant, a facility which currently has <br /> more than 10 million gallons per day of existing and planned capacity to accommodate the additional <br /> demand generated by the proposed rezoning. <br /> Wastewater <br /> With the 1,029 units that could be built under the proposed rezoning, the subject property would <br /> generate 257,250 gallons of wastewater per day. That wastewater will be treated at the Central <br /> Wastewater Treatment Plant,a facility which currently has more than 1.7 million gallons per day of <br /> existing and planned capacity to accommodate the additional wastewater generated by the subject <br /> request. <br /> Solid Waste <br /> Solid waste service includes pick-up by private operators and disposal at the county landfill. A <br /> review of the solid waste capacity for the active segment of the county landfill as well as planned <br /> capacity expansions of the landfill indicates that the county landfill can accommodate the additional <br /> solid waste generated by the site under the proposed rezoning. <br /> Stormwater Management <br /> All developments are reviewed for compliance with county stormwater regulations, which require <br /> on-site retention, preservation of floodplain storage and minimum finished floor elevations.
