addition, development proposals must meet the discharge requirements of the county Stormwater <br /> Management Ordinance. <br /> Since the subject property does not lie within a flood zone"Y',the minimum floorelevation level of <br /> service standard as well as the on-site retention and discharge standards apply. In this case, the <br /> stormwater management level of service standard will be met by limiting off-site discharge and <br /> maintaining on-site retention of the stornnvater runoff associated with the most intense use of the <br /> property. <br /> School Concurrency <br /> With the 1,029 units that could be built under the proposed zoning and with per unit student <br /> generation multipliers of 0.189 for elementary school students,0.097 for middle school students,and <br /> 0.123 for high school students,the projected number of elementary,middle and high school students <br /> are 194, 99, and 126 students, respectively. In this case, the impacted schools are Dodgertown <br /> Elementary,Gifford Middle,and Sebastian High School.For those schools,the current capacities are <br /> 762, 1,042, and 2,465, respectively, and available capacities are 321, 152, and 559, respectively. <br /> Those numbers indicate that there are sufficient existing and planned student stations to <br /> accommodate future student enrollments associated with this rezoning. <br /> Concurrency Summary_ <br /> Based upon the analysis conducted, staff has determined that all concurrency-mandated facilities, <br /> including transportation, stormwater management,solid waste,water,wastewater,and schools,have <br /> adequate capacity to accommodate the most intense use of the subject property under the proposed <br /> rezoning.There fore, the adoption of the proposed land use amendment and rezoning will not have <br /> any additional impact on any public facilities or services.As with all projects,a detailed concurrency <br /> analysis will be done in conjunction with site development. That concurrency analysis will address <br /> facility service levels, demand, and capacity. <br /> Consistency with Comprehensive Plan and Land Development Regulations <br /> Rezoning requests are reviewed for consistency with all applicable policies of the comprehensive <br /> plan and all applicable land development regulations. Rezoning requests must also be consistent <br /> with the overall designation of' land uses as depicted on the Future Land Use Map, including <br /> agriculture,residential,recreation,conservation,and commercial and industrial land uses and their <br /> densities. <br /> The goals,objectives and policies are the most important parts of the comprehensive plan. Policies <br /> are statements in the plan which identifies actions which the county will take in order to direct the <br /> community's development. As courses of action are committed to by the county, policies provide <br /> the basis for all county land development related decisions--including plan amendment and rezoning <br /> decisions. While all comprehensive plan objectives and policies are important, some have more <br /> applicability than others in reviewing plan amendment and rezoning requests.
