ATTACHMENT B <br />SCOPE OF WORK/DELIVERABLES <br />BACKGROUND <br />The Emergency Management Performance Grant (EMPG) subgrant agreement authorizes <br />reimbursement for eligible activities as identified in the Notice of Funding Opportunity (NOFO), Fiscal <br />Year 2018 EMPG, Appendix B — FY 2018 EMPG Funding Guidelines. EMPG Program Guidance, <br />FY2018 allowable costs are divided into the following categories: <br />• Planning; <br />• Organization; <br />• Training; <br />• Exercise; <br />• Equipment; and, <br />• Management and Administration. <br />Eligible activities are outlined in Allowable Costs and Eligible Activities. The EMPG's allowable costs <br />support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, <br />Response, and Recovery mission areas described in the National Preparedness Goal. The intent of the <br />EMPG Base Grant Agreement is to provide each county with the means to successfully manage and <br />operate an Emergency Management Program by enhancing county emergency management plans and <br />programs that are consistent with the State Comprehensive Emergency Management Plan and Chapter <br />252, Florida Statutes. <br />Counties must be able to prepare for, respond to, recover from, and mitigate against natural and <br />man-made disasters/ emergencies. Each Emergency Management staff person must work the <br />number of hours and assume the responsibilities for the duties in their official position <br />description as well as provide the coordination and support for all incidents within their <br />jurisdiction. <br />By signing this Agreement, the Sub -Recipient certifies that it will use these funds to enhance the county's <br />Emergency Management Program. <br />MONITORING <br />Monitoring will be accomplished through desk -based reviews, on-site monitoring visits, or both. <br />Monitoring will involve the review and analysis of the financial, programmatic, performance, compliance <br />and administrative processes, policies, activities, and other attributes of each county and will identify <br />areas where technical assistance, corrective actions and other support may be needed. <br />Desk monitoring is the review of projects, financial activity and technical assistance between the Division <br />and the applicant via e-mail and telephone. On -Site Monitoring are actual visits to the Sub -Recipient <br />agencies by a Division representative who examines records, procedures and equipment. <br />The Division may request additional monitoring/information if the activity, or lack thereof, generates <br />questions from the region, the sponsoring agency or Division leadership. The method of gathering this <br />information will be determined on a case-by-case basis. <br />32 <br />
