Brown; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling, AICP; Community Development Director <br />THROUGH: Phil Matson, AICP; MPO Staff Director <br />FROM: Brian Freeman, AICP; Senior Transportation Planner <br />DATE: May 14, 2018 <br />SUBJECT: Request for Authorization to Submit Applications for Federal Transit Administration <br />Grants for Capital and Operating Assistance for FY 2018 (Section 5307) and Bus <br />Replacement for FYs 2016, 2017, and 2018 (Section 5339) <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of May 22, 2018. <br />DESCRIPTION & CONDITIONS <br />The Federal Transit Administration's Section 5307 (Urban Area Formula Grant) program provides <br />funding assistance towards both the capital and operating costs associated with Indian River County <br />public transportation system, which consists of the GoLine (fixed route) and the Community Coach <br />(demand response) transit services. Both the GoLine and the Community Coach are operated by the <br />Senior Resource Association (SRA), the county's transit service provider. Another FTA program is <br />Section 5339 (Bus and Bus Facilities), which provides funding assistance for the purchase of buses <br />(a capital expense). <br />Together, the Section 5307 and 5339 programs cover most of the capital expenses associated with <br />the GoLine and Community Coach. In addition, the Section 5307 program covers approximately half <br />of the operating costs of the public transportation system, with the remainder covered by Florida <br />Department of Transportation grants and local funds. <br />ANALYSIS <br />According to federal regulations, Section 5307 program grants may be used for the planning, <br />acquisition, construction, improvement, and operating costs of facilities, equipment, and associated <br />C:\Users\legistar\AppData\Local\Temp\BCLTechnologies\easyPDF 8\@BCL@CCIBF30E\@BCL@CCIBF30E.docx 142 <br />
