Applicant Household and Income Verification <br />The household and income verification process may vary slightly from one <br />program to another depending on the funding agency requirements. Generally <br />speaking, an eligible household is comprised of one or more natural persons <br />determined by the eligible municipality to be of very low income, low, low to <br />moderate income according to the current HUD income limits adjusted for family <br />size. The HUD Handbook 4350.3 Chapter 3 Section 3-6 (E) (as may be <br />amended) provides guidance on whether or not to count an individual as a <br />household member. Whenever the handbook indicates that an individual is a <br />household member, the individual's full income must be included in the annual <br />income. <br />M. Household Income <br />An Applicant homeowner's household income eligibility status shall be <br />determined based on the total family Gross Annual Anticipated Income according <br />to household size and make-up. The income eligibility of each household will be <br />determined in accordance with current HUD "annual income" rules and <br />regulations as defined in HUD Handbook 4350.3 rev 3 or those adopted through <br />the funding agents Consolidated Plan and approved by HUD. <br />All household income inclusions and exclusions can be found at HUD 24 CFR <br />part 5: <br />http://portal.hud.gov/hudportal/HUD?src=/program offices/comm planning/afford <br />ablehousing/training/web/calculator/definitions/part5 <br />The income of each household assisted with any CDBG or DRI funds will be <br />determined at the time of purchase in accordance with 24 CFR 570.3 using <br />"annual income" as defined by the Section 8 Housing Assistance Payments <br />Program to ensure income requirements are being met. <br />The following rules are applicable in determining household income: <br />For all CDBG programs, the gross income of all household members <br />occupying the dwelling is included in calculating household income. <br />However, wages earned by dependent minor children (under age 18) are not <br />included in total. <br />2. For all CDBG programs, all Applicants applying for housing rehabilitation <br />assistance under the CDBG program will be subject to a third party income <br />verification process to ensure that all Applicants meet the minimum income <br />guidelines set forth by the established HUD minimum income limits. <br />?9 <br />
