3. For all CDBG programs, occupants of a dwelling who are not related to or not <br />dependent upon the Applicant homeowner(s) are considered part of the <br />Applicant homeowner's household. <br />4. For all CDBG programs, rent or other household support contributed by non - <br />household occupants of a dwelling is included in household income. <br />For all CDBG programs: The Applicant homeowner' s assets, with the exception <br />of the home in which he/she resides, unless previously assisted with SHIP funds, <br />and personal property such as an automobile, will be considered in determining <br />eligibility. The actual annual income from the asset will be calculated as part of <br />the total household income. Inclusion of such assets, if any, will be in strict <br />accordance with 24 CFR 813.106 and any current modification thereof. <br />II. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG/DRI) PROGRAMS — <br />REHABILIATION AND CONSTRUCTION POLICES AND PROCEDURES <br />A. Identification of Units <br />Housing Rehabilitation will be performed only on units approved by the County <br />and in accordance with grant requirements established by the State of Florida <br />DEO and the U.S. Department_of Housing and Urban Development (HUD). <br />Alternate units may be provided to replace any primary units that may become <br />ineligible. The County will solicit applications either from other housing <br />assistance providers that have knowledge of need within the County, by placing <br />notices in public areas throughout the County and/or by advertising in publicly <br />circulated publications. The County will review applications received using the <br />following selection criteria as defined in the Priority of Assistance section of this <br />document: <br />For all CDBG programs, has the Applicant previously been furnished <br />assistance under any County Housing assistance program including State <br />Housing Initiative Partnership (SHIP) or Disaster Recovery Initiative (DRI), or <br />other such federal/state programs, and if so, when and under what <br />circumstances. A former Applicant that received assistance under the regular <br />CDBG category cannot be assisted for five (5) years and in any event will not <br />be served again until all other eligible Applicants have received assistance. <br />2. For all CDBG programs, number of persons in the family and the family <br />income. Priority will be given to Applicants that meet the VLI and LI Applicant <br />selection criteria as defined in the Priority of Assistance section of this <br />document. <br />3. For DRI, housing units identified by the County when the County falls under a <br />Federally Declared Disaster Event, having been affected by a disaster. <br />30 <br />
