4. To select Applicants in both the Rehabilitation and Permanent Relocation <br />Activities, the following steps will be taken: <br />a. The County will utilize the list of potential Applicants developed from <br />previous solicitations (SHIP, HHRP, FEMA) when available for the <br />Federally Declared Disaster. <br />b. If sufficient clients are not obtained from the previous solicitations, a <br />display ad will be placed in one or more local newspapers of general <br />circulation advising local citizens of the availability of grant funds and <br />establishing a convenient time and place for interested citizens to obtain <br />information and pick up application forms. Applications will be accepted by <br />the County for a minimum thirty (30) calendar days after the notice is <br />placed. <br />c. Local organizations which normally work with clientele that may qualify for <br />the program shall be contacted. <br />d. Prior Applicants who have applied for but did not receive County <br />CDBG/DRI assistance will be contacted and advised of the funding <br />assistance and requested to submit an Application. <br />Once a list of potential Applicants is obtained, the HRS shall perform initial <br />inspections on the dwellings to determine which of the following categories they <br />fall into: <br />D. For conventionally ("site") built structures and modular homes: <br />1. Rehabilitation for these structures is not to exceed eighty thousand dollars <br />($80,000.00). <br />2. If the cost of correcting all existing code violations is estimated to exceed <br />eighty thousand dollars ($80,000.00) or, the unit is deemed structurally <br />unsound and not feasible for rehabilitation, the dwelling will be considered for <br />Demolition Replacement, wherein the Applicant homeowner provides the <br />additional funding needed to complete new construction or where additional <br />funds have been appropriated to the program for the specific purpose of <br />demolition/replacement. <br />E. For mobile homes built after 1996 (CDBG DRI only): <br />1. Rehabilitation for these structures is not to exceed twenty thousand dollars <br />($20,000.00). <br />2. Replacement housing — if the cost of correcting all existing code violations <br />exceeds twenty thousand dollars ($20,000.00), or if the mobile home is <br />deemed structurally unsound and not feasible for rehabilitation the dwelling <br />will be considered for demolition replacement, wherein the Applicant <br />homeowner provides the additional funding needed to complete new <br />construction or where additional funds have been appropriated to the program <br />for the specific purpose of demolition/replacement. <br />s2 <br />
