F. Temporary Relocation: <br />The CDBG/DRI Housing program provides an allowance for temporary relocation <br />assistance to qualified Applicants who need to relocate while the work is being <br />completed on their primary residence. The County will: 1) assist eligible <br />Applicants with up to $1,000.00 of assistance, <br />G. Applicant Requirements: <br />1. Applicants must be income eligible in accordance with HUD LMI income <br />requirements. <br />2. Applicants must be able to produce clear title in order to receive assistance <br />from the CDBG/DRI program. The County is not providing funds for the entire <br />rehabilitation cost of the home. Other funds or match funds could be utilized. <br />3. The Applicant must complete a Purchase Assistance Application. <br />4. Applicants must sign the County's Mortgage and Promissory note. The <br />County's mortgage (typically a second mortgage) is forgiven after 5, 10, 15, or <br />20 years — depending on the amount of assistance received. <br />5. Total household income cannot exceed eighty percent (80%) of the Area <br />Median Income (AMI). Please see HUD income guidelines. <br />6. Applicants must be able to verify and document all income and assets of <br />household members above eighteen (18) years of age residing in the housing <br />unit. <br />7. Applicants are processed and served on a `first come, first qualified, first <br />served' basis. <br />H. Program Benefits: <br />1. CDBG funds can be used to pay up to $80,000.00 of the Applicants' required <br />rehabilitation to address code violation corrections. <br />2. Increase housing stock; remove slum and blight conditions, correct code <br />violations. <br />3. Address health and safety conditions and concerns. <br />4. Increase County tax base. <br />5. Increase homeownership. <br />6. Assistance with the rehabilitation process. <br />Eligible Properties: <br />1. Single -Family Homes. <br />2. Townhomes, Condominiums units and Duplexes. <br />3. Mobile Home built after Jan. 1, 1997 (CDBG DRI only). <br />4. Limitations on maximum CDBG rehab costs - $80,000.00. <br />5. All properties must have an inspection. <br />6. All properties must have clear title pursuant to HUD definitions. <br />7. Properties must be appropriately zoned. <br />8. Not located in flood zones. <br />9. Life estates are permitted under this program. <br />10. Property must be owned and not rented or leased. <br />11.All properties must be located in the unincorporated limits of the County. <br />53 <br />
