These requirements apply at all times for <br />the County or Contractors receiving state or federal grant funds. <br />6. Section 3 Employment Opportunities: (See the County's Section 3 Policy) <br />The County and/or Contractors, Consultants, and vendors receiving grant <br />funds shall comply with the Housing and Urban Development Act of 1968 (12 <br />U.S.C. 1701u) (as amended), Section 3 Statute -12 U.S.C. 1701u, Section 3 <br />Regulation -24 CFR Part 135, 24 CFR 85.36(B)(8). <br />It is the policy of the County to use its best efforts to afford Section 3 <br />residents and Section 3 business concerns the maximum practicable <br />opportunity to participate in the performance of all grant funded contracts. The <br />County may rely on written representations by businesses and residents <br />regarding their status as Section 3 in lieu of an independent investigation. <br />Every effort shall be made to notify Section 3 residents and businesses <br />residing or maintaining offices in the local area through public notices, as part <br />of complying with Section 3. Documentation of such efforts is required. <br />7. W/MBE Employment Opportunities: (See the County's W/MBE Policy) <br />The County and/or Contractors, Consultants, and vendors shall comply with: <br />Public Law 95-507, The Small Business Act, and Executive Order 11625 of <br />1971. It is the policy of the County to use its best efforts to afford small <br />businesses, minority business enterprises, and women's business enterprises <br />the maximum practicable opportunity to participate in the performance of all <br />grant funded contracts. <br />8. Permanent Relocation / Displacement: <br />General: <br />This activity involves replacement of an eligible owner -occupied unit. The <br />County Commission or its PA will decide with the HRS on a case-by-case <br />basis whether to utilize a slab "site built" replacement unit, a prefabricated <br />unit, or a modular home. Decision items will include budget, zoning, <br />replacement requirements, cost estimates, and a number of other items that <br />may vary on a case-by-case basis. <br />Once the decision is made, the HRS prepares bid specifications based on <br />Applicant homeowner input from review of available plans from the <br />Contractor. Bidding contracting and inspections then proceed as in the <br />rehabilitation process. <br />12 <br />
