III. CDBG DRI CATEGORY HOUSING REHABILIATION PROGRAM <br />The goal for the County CDBG Disaster Recovery Initiative (DRI) Housing <br />Program is to provide down payment assistance, rehabilitate or replace existing <br />owner occupied housing units located in the County that sustained damage as a <br />result of federally declared natural disaster(s). <br />A. Housing Rehab or Demo/Replace Activity — Objective <br />To provide a Deferred Payment Loan (DPL) to VLI aria LMI income residents <br />whose homes were damaged by a Federally,Declared Disaster. The purpose of <br />the program is to bring the residences that -sustained damage during a federally <br />declared disaster up to Section 8 Minimum -Property Standards, Florida <br />Residential Building Codes, and the local codes currently,in effect in the County, <br />whichever is most stringent for each/housing unit need~ <br />� <br />B. Housing Rehab or Demo/Replace Act.ivity — Financing <br />The type of assistance which will be availableto eligible residents is, known as a <br />Deferred Payment Loan. A brief,description,of this program is presented below. <br />The DPL is a zero (0) percentlnterest loan provided by the County. The funding <br />for the loan will come from the �County's�CDBG�D.RI-Program. The DPL will be <br />secured by a recorded mortgage�on the.Applicant''s,pro.perty. A DPL will be <br />available for ali approved Applicants contingent-u,pon,ayailable funding. VLI and <br />LMI Applicaritts will qualify for a DPLtwherein the DPL Amount will be forgiven in <br />annual increments as described in the CDBG Program Operational Procedures <br />section of this�document <br />C. Housing -Rehab or`Demo/Repl ca a Acti,v ty —Eligibility <br />i <br />1'. Only thosmobile home'propertie is hat are conventionally built structures <br />and mobile homes built after January 1997, which are owner -occupied and <br />located within theCounty,"will be considered for participation in the <br />rehabilitation program. No mobile homes built prior to December 31, 1996 will <br />be considered for rehabilitation. <br />2. Applicantsincomes must fall within the HUD Section 8 Income Limit <br />guidelines as,published by HUD and/or the State of Florida for the region. <br />3. Priority will be given to Applicants who sustained damage from a federally <br />declared disaster in the following order: <br />a. Participants who responded to the County's advertised request for <br />Applicants whose residences were impacted by the disaster events and <br />who have been qualified and ranked by the County for inclusion in the <br />Disaster Recovery programs, provided the County solicitation for affected <br />Applicants took place after the declared events covered in a federal <br />declaration. <br />1254 <br />
