SITING AND LICENSING <br />• Provide a licensing/permitting milestone schedule which lists all permits, licenses and variances required to site the Facility. <br />The milestone schedule shall also identify key milestone dates for baseline monitoring, application preparation, agency review, <br />ccnification and licensing/siting board approval, and agency permit issuance. <br />• Provide a liansing/permitting .plan that addresses the issues of air emissions, water use, wastewater discharge, wethmds, <br />endangered species, protected properties, solid waste, surrounding land use, zoning for the Facility, associated linear facilities, <br />and support of and opposition to the Facility. <br />• List the emissionlelRuent discharge limits the Facility will meet, and describe in detail the pollution control equipment to be <br />used to meet these limits. <br />VI. FACILITY DEVELOPMENT AND PERFORMANCE <br />• Submit a detailed engineering, procurement, construction, startup and commercial operation schedule. The schedule shall <br />include milestones for site acquisition, engineering phases, selection of the major equipment vendors. architect engineer, EPC <br />contractor, and Facility operator, steam host integration, and delivery of mgjorequipment. A discussion of the current status of <br />each milestone should also be included where applicable. <br />• Attach a diagram of the power block arrangement. Provide a list of the major equipment vendors and the name and model <br />number of tie major equipment to be installed. <br />• Provide a detailed description of the proposed environmental control technology for the Facility and describe the capabilities <br />of the proposed technology. <br />• Attach preliminary flow diagrams for the steam system, water system, and fuel system, and a main electrical one line diagram <br />for the Facility. <br />State the expected heat rate (HHV) at 75 degrees Fahrenheit for loads of 100%, 7596, and 50% In addition, attach a <br />preliminaryheat balance for the Facility. <br />• [NOTE: add any requirements related to demonstrating that the facility meets the requirements under the statute or applicable <br />rules) <br />(Continued on Sheet No. 10.3 1 g) <br />Issued by: S.
