O'Brien, Assistant County Attorney94 <br />DATE: October 20, 1994 <br />SUBJECT: PROPOSED ORDINANCE ENTITLED: <br />AN ORDINANCE OF INDIAN RIVER COUNTY, <br />FLORIDA, AMENDING SECTION 102.049 ENTITLED <br />"ORDER OF BUSINESS" OF THE INDIAN RIVER <br />COUNTY CODE. <br />At a recent Commission meeting the subject matter was discussed and it <br />was the consensus that "Public Hearings" should come before "Public <br />Discussion Items." An ordinance to effect this change is attached. <br />A public hearing date of November 22, 1994 is suggested. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously scheduled <br />a public hearing on November 22, 1994 to consider an <br />ordinance amending Section 102.04, entitled "Order <br />of Business" of the Indian River County Code. <br />V. Presentation of Proclamations <br />The Board reviewed memo from Chairman Tippin dated October 27, <br />1994: <br />TO: Board of County Commissioners <br />FROM: John W. Tippin, Chairman <br />DATE: October 27, 1994 <br />SUBJECT: Presentation of Proclamations <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br />It occurs to me that we don't exercise any screening of <br />proclamations adopted by the Board. Our meeting agendas are also <br />getting longer and the number of proclamations being presented is <br />taking up more time that perhaps could be better used for other <br />issues. <br />I have been given to understand that, during one of his years as <br />Chairman, past. commissioner Pat Lyons elected not to present <br />proclamations unless they were honoring an individual for <br />meritorious service; all other_ proclamations were placed on the <br />consent agenda. <br />I would recommend to the Board that we also develop a policy of <br />not presenting proclamations unless they are honoring an <br />individual, .and. that all other proclamations --approved by the <br />Board should be placed under the consent agenda and mailed to the <br />requesting parties. <br />30 <br />November 1, 1994 <br />I <br />
