BOOK <br />The driveway design and the internal circulation• plan have <br />been approved by the County Traffic Engineer, subject to the <br />cross access easement agreement referenced above. <br />9. Stormwater Management Plan: The stormwater management plan <br />has been approved by the County Engineering Department, and <br />the applicant will be required to obtain a Type "B" stormwater <br />permit prior to site plan release. <br />10. Utilities: The project will receive water and wastewater <br />services from the County -Department of Utility Services. <br />These utility provisions have been approved by the <br />Environmental Health Department and the County Department of <br />Utility Services. <br />11. Dedications and Improvements: The applicant -has submitted a -- <br />traffic <br />-traffic impact analysis of the project and has obtained - <br />approval of the analysis from the County Traffic Engineer. <br />Based upon the approved analysis, certain off-site traffic <br />improvements are required, including acceleration and <br />deceleration tapers for the project driveway on Indian River <br />Boulevard. The tapers will need to be constructed prior to <br />the issuance of a C.O. (certificate of occupancy) for Phase I <br />of the project. <br />12. Concurrency: The developer has executed a concurrency <br />agreement, stating that the developer will obtain an initial - - <br />concurrency certificate prior to the issuance of a building <br />permit. This agreement satisfies the project's concurrency <br />requirements related to site plan approval. <br />13. Environmental Issues: The site was previously a citrus grove; <br />therefore, there are no native uplands on site, and the upland <br />set aside requirements of MDR section 929.05 do not apply. <br />However, there is a small isolated wetland (28,314 sq. ft.) on <br />the site which has been claimed by the St. Johns River Water <br />Management District as a jurisdictional wetland. The proposed <br />development will fill and impact the wetland; therefore, the <br />developer will be required to obtain a county wetland resource <br />permit prior to site plan release. The wetland resource <br />permit will require mitigation necessary to off -set the <br />impacts of the proposed filling. <br />14. Specific Land Use Criteria: The following specific land use <br />regulations apply.to ACLFs: <br />(d) Criteria for group homes: Level I, II, III and <br />residential centers and adult congregate living facility. <br />Group homes shall be distinguished by their resident <br />capacity as follows: <br />1. Level I group home or ACLF, up to eight (8) <br />residents including caretaker(s) per shift); <br />_.2. Level II group home or ACLF, up to twelve (12) _ <br />residents including caretaker(s) per shift; <br />3. Level III group `home or ACLF, up to twenty (2 0) <br />residents including caretaker(s) per shift; and <br />4.
