M <br />The contract also includes an allowance for environmental <br />Permitting and agricultural coordination. The preparation of all <br />environmental permit applications is included in the lump sum <br />component of the contract. The not -to -exceed allowance is intended <br />to cover follow up coordination work beyond the lump sum_scope of <br />services. <br />Staff contacted the Florida Department of Transportation Consultant <br />Management Division and obtained a copy of a contract they have for <br />the design of Griffin Road in Broward County from 100th Avenue to <br />SR -7. The project was competitively bid (no CCNA) in 1988. The <br />scope of work for the roadway design is similar to the Kings <br />Highway Project. The roadway design cost for Griffin Road is 13.6% <br />higher than our negotiated roadway design cost for King's Highway. <br />Staff also compared the design cost with fourteen Brevard County <br />projects and found Kimley-Horn's fee of $127,692 per mile <br />(including all allowances b1it, excluding bridges) to be below <br />Brevard's average design cost of $146,703 per mile. <br />This is the largest engineering services agreement ever proposed by <br />the Public Works Department, as well as the largest construction <br />cost project we have ever undertaken.° The projected construction <br />cost of this project is $9,950,000.00. This estimate does not <br />include right-of-way costs or costs for elevating the road above <br />the 100 year flood plain if required by the permitting agencies. <br />The time for completion of the 90% design drawings, permit <br />applications, and Engineer's Opinion of Probable Construction Cost <br />is eighteen months. Phase I construction is anticipated to be <br />advertised for bid in FY 1997/98. <br />The alternatives are as follows:_ <br />Authorize the Chairman to execute the Agreement'as written. <br />Re -negotiate contract terms. -- <br />Staff <br />Staff feels confident that the attached contract has been <br />negotiated in the County's best interest and recommends approval of <br />Alternative No. 1. <br />Funding is from Account 101-158-541-067.30 and 109-214-541-067.30. <br />47 BOOK ptU <br />November 1, 1994 <br />
