Replace 1st Street SW Bridge - 3 lane bridge and <br />transition east to existing laneage. <br />Instead of managing multiple engineering service contracts, staff <br />proposes including all design work associated with Kings Highway in <br />one contract. If the design was divided into smaller projects, the <br />total project design cost would be greatly increased. <br />Staff conducted CCNA procedures in February 1994. The Board of <br />County Commissioners approved the -following selection committee <br />ranking on March 15, 1994: <br />1. Kimley-Horn and Associates Inc./H.F. Lenz <br />2. Regional Engineers, Planner's and Surveyors, Inc. - <br />3. Post, Buckley, Schuh and Jernigan, Inc. <br />Of the three short-listed firms Kimley-Horn and Associates <br />Inc./H.F. Lenz had the lowest man-hour estimate based on. the <br />preliminary scope of services contained in the Request for <br />Proposal. <br />Over the past seven months, staff has worked closely with Kimley- <br />Horn to define the project scope. During the negotiation process <br />over 2200 hours were eliminated from the man-hour schedules by <br />standardizing the side street bridges, reducing the scale of the <br />pavement marking plans and increasing the distance between cross- <br />sections. <br />The final negotiated design cost of the project elements are <br />summarized below: <br />Design Survey <br />Bridge Design <br />Roadway Design <br />SUBTOTAL <br />Expenses 10% <br />$ 87,230 <br />$ 295,000 <br />S 526.860 <br />$ 909,090 <br />$ 90,910 <br />Environmental.Permitting and <br />Agricultural Coordination <br />Allowance $ 40,000 <br />Geotechnical Allowance <br />Aerial Photography <br />Allowance <br />$ 50,000 <br />SAL $1,125,000 - <br />On previous consultant contracts the County has dealt directly with <br />sub -consultants for geotechnical services and aerial photography. <br />Due to the large scope -of -work on this project, staff felt it would <br />be beneficial to maintain a single point of contact between the <br />consultant and sub -consultants.
