City.of Sebastian Mayor Arthur Firtion.came'before the Board <br />and confirmed that Sebastian City Council unanimously (5-0) <br />instructed Mr. Koford to approach the County with this item. The <br />Sebastian City Attorney was involved and the proposal was forwarded <br />to the County Administrator. Mayor Firtion personally felt it is <br />a win-win situation for the County and for the City of Sebastian. <br />Development in the North County will be delayed if the City of <br />Sebastian manages the utilities. <br />Chairman Tippin noted that this was not a public hearing but <br />would allow comments from the audience. <br />Harry Thomas, 654 Balboa Street, spoke of the impurities in <br />the water and assumed the problem would be cured if the water <br />treatment plant were managed by the County. He pointed out that <br />the system would be expensive and should be paid for by the entire <br />county rather than just the few residents in that small water <br />district. <br />Director Pinto confirmed that if the County takes control of <br />the system, the problem would be eliminated immediately because we <br />would eliminate the present treatment plant and connect to the _ <br />County's reverse osmosis treatment plant. The issue of paying for <br />the system would be included in the investigation to be sure that <br />those who benefit from the system are the ones who pay for the <br />system. However, once the system becomes part of the county -wide <br />system, all operating and maintenance costs would be included in <br />the county -wide rate structure. <br />Reith Miller, 961 Riviera Avenue, recounted the history of the <br />utilities in Sebastian and hoped that the County would take control <br />of the utilities in the North County. - He commended Mr. Koford and <br />the City Council for handling this problem in this manner. <br />Ruth Sullivan, 1215 Indian River Drive, president of the <br />Indian River Property Owners' Association, advised that there will <br />be legal action taken against the City of Sebastian pertaining to <br />the water lines along Indian River Drive. She understood a <br />petition will be initiated to have a public vote in the City to <br />retain the utilities as a City operation. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams, to proceed with the legal aspect <br />of acquisition. <br />Under discussion, Chairman Tippin clarified that we will not <br />spend any money other than to have the bond counsel review it. <br />51 BOOK PAfjE <br />November 1, 1994 <br />
