Eggert, County Commissioner <br />DATE: October 20, 1994 <br />SUBJECT: Transient Animal Vaccination Clinics <br />93 PAa 6 <br />f B' <br />Concern has been expressed about the transient"animalclinics <br />that have come into the county, especially on weekends, and set <br />up in parking -lots, pet shops, etc. They administer vaccinations <br />and have adverse effects on local veterinarian businesses. In <br />addition, some of their newspaper ads invoke the name of the <br />Humane Society, which is not working with them at all. Lastly, <br />no medical history or follow-up is done on the animals. <br />I would appreciate the Board's approval of an ordinance being <br />prepared as soon as possible to prohibit these vaccination <br />clinics, both for the protection of our animals and for the <br />health of our small businesses. <br />Commissioner Adams asked for clarification as to how temporary <br />clinics are allowed. <br />Community Development Director Bob Keating responded that we <br />have two categories of temporary permits; one addresses transient <br />merchants who set up their business on vacant property for six <br />months or less, and a second category of temporary use permits <br />covers activities that are accessory to an existing business. The <br />animal vaccination people were given a temporary use permit to <br />operate in conjunction with Cindy's Pet Center, and it was operated <br />inside the building. Our regulations allow a temporary use permit <br />for an activity that is conducted on a business site that is <br />essentially accessory to that business as long as there is extra <br />parking and all other facilities are on that site. <br />Commissioner Eggert conceded that polishing collars might be <br />accessory. -to a pet center, but -medical treatment did not fall in <br />that category. Commissioner. gggert was concerned that there was no <br />medical history'or follow up, and a dog died --because of this <br />practice. <br />56 <br />November 1, 1994 <br />
